Hello Everyone.
I'm a rather new player, so please excuse my ignorance if I'm asking a question with an obvious answer or thread.
I was recently shooting rats in a L1 complex (Serpentis Drug Outlet) in a 0.85 system. Another player entered and joined the fun. I'd already made my isk for the day, so I was leaving the Overseer to the other player and began to collect from my kills.
As a point of information, I'm scrupulous about respecting other players kills and cans. Do unto others and that sort of thing.
Without any provocation that I am aware of, the other player attacked me. The overhead flashed red, and I started taking damage. I tried to avoid and then contact him or her, as well as wait for Concord to intervene, but to no avail. I ended up shooting back, but I had waited too long and began taking structural damage. I warped out and went to a station for repair.
When I returned, I found the player had looted my kills and stored them in jetcans. The aggression timer was still running and the player was still flashing red on the overhead. I allowed the player to retreat within a nick of destroying his/her ship. Not knowing what in the cans was mine or not, I destroyed the cans. I then waited for the player to return, but he or she did not.
I have several questions.
1. Are players allowed to attack other players in such complexes without Concord intervention?
2. Does the aggression timer begin when another player first shoots, or do I have to shoot back first.
3. I think when the aggression timer is counting, I hear a buzz sound 4 times then after 30 or so seconds repeat. What is this? An aural notification of the timer itself? And attempt by another player to communicate that I couldn't figure out?
4. Is there anything else you think I should know about this situation that I'm simply to green to know to ask about?

1) No. You must have looted one of his wrecks -or- you were in a corp at war with him. My guess is the former.
2) The aggression timer restarts for each player when you take a shot. I learned this the hard way when I shot back at some gatecampers yesterday and as a result was unable to take the jump gate back.
3) No clue
4) Not sure what happened here, just watch whose wreck you loot and be glad he didn't have a warp scrambler on him.

If it was my error I'll certainly apologize. Looting his wreck is not what I remember, but I'm not perfect.
Does anyone know of a log that lists such events and the players so I can check for sure?
If it turns out my memory is correct, then Concord not responding may be a glitch.

This is interesting. A couple days ago I had just found a gravimetric site in a .5 system and went AFK for 5 minutes (yea, my fault) and when I came back I had been podded. There was no one in the system when I went AFK, and i'm not sure if the guy was Concorded or not. When I came back (on a different char) he was leaving the system in a rookie ship and went to Amarr.
There may be something weird going on with these sites and Concord...

Did you check the mail, concord sends you?
If he was in a rookie ship my bet is on that he got CONCORDOKKEND ==================================================

a quick note, the 15 min timer is how long you can fight without concord taking notice. during those 15 minutes you can jump through stargates and dock in stations. if the timer is yellow then its only between you and the corp your are scrapping with. if its red than anyone can shoot you anywhere for that timer.
there is either a 30 second or 1 min (used to be 30secs but someone said it had changed) timer that stops you from jumping systems or docking from any act of aggression (even shooting corp mates for fun).
so dont think your stuck in space for 15 mins after you get in a fight Because sometimes you just have to go back to your roots: [2005.02.20 01:08:03] (combat) Your Civilian Light Electron Blaster perfectly strikes Serpentis Smuggler, wrecking for 20.3 damage |

You should have received a warning (unless you have disabled it) if you were looting from his wreck.
There is a trick (I think it is classed as an exploit, but I am not sure) where picking the content of a can owned by another player but not putting it in your hold make it the "property" of the one taking it without triggering an aggression warning.
So when you take the stuff for your wreck you are flagged as a thief and the other player can attack you without Concord intervention.
Very had to prove if it is an exploit as I am not sure if the server log register enough data to detect it.

Thanks everyone for your ideas and advice.
Having watched two players steal from my wrecks and jetcans in the last 24 hours, I've seen the same transformation in the overview from a neutral symbol and plain background, into a skull symbol with flashing red background. I'm now confident there was no misunderstanding, and the previous player simply attacked me.
Is there a common repository for the names of players who thieve and intimidate in empire space? I'm thinking it would be helpful for players in Essence and Sinq Laison to know about these curs.

Inded. You must have looted one of his wrecks -only loot white wrecks, as theyre yours. Yellow wrecks are toher peopole's - [sorry for poining out the obvious if you already know this]. As for the buzzing noise, what race was he? If he was Amarrian,the 'buzzing' noise was probably his lasers firing at yourself.
I'm sorry to hear you had to learn the hard way, you should always be aware that some people in this game are out to scam/ decept you.

nope, you only have to be very careful even in high sec. can thiefs are present everywhere. The skull only means he has a bounty but that means nothing. My character has no skull and I could start pirating . So be paranoid and you'll be fine lol |

The skull either means that the players has a negative standing with concord -5 or below and/or the player has aggressed you in some way, be it through looting your wreck/can tipping, or if you are in a corp, he has agressed your corp [usually in the same way but to another corp member].

I'm pretty sure that the 15minute timer is that of agression to that particular player/corp. It is the timeframe in which they are allowed to return agession to you. If it is red, [such as if you are pirating in lowsec] you have been flagged as a criminal, and you have a global agression, in which the gate guns/concord [if you're in highsec] can attack you, [and any other player if you're in highsec - if they can get to you before concord that is]. The timer for the Global Counter will keep resetting everytime you approach a station and or gate, or agress someone with it. There is a 30second delay period which prevents you from docking right away, but after that you are free to dock for the rest of it, however you will not be able to undock until your yellow countdown timer has also dissapeared as you will have agression to the station that you are docked in also.
So the yellow 15minute timer has nothing to do with concord, but more to do with the player/corp/station that you have agressed. It is the timeframe that they will be allowed to attack you in, and resets if you re-engage and everytime you do so.

I don't want to argue but this page will tell you the info on the "small" icon in the foreground of a picture. By default, a skull means that player as a bounty. I'm not in the game so I can't take a picture and show it. neg standings, by default, are usually shown with colors with the option to blink or not. Also, again, you can change ALL those settings but I'm not sure if you could change from a skull to some a color though  |

Well hello there,
I don't know if anyone here have the same problems as I do. There are some bugs with the overview in Eve. Sometimes, the wrecks of others show up in white even though I and he are not in the same corp/alliance, and you will have a warning when you loot them. Also, sometimes the wrecks created by your fleet member will show up in yellow...
I think you just saw a white wreck but it was actually the wreck of the other guy. |

Agred, a black skull = bounty. A yellow skull = player with -0.01 > -5.0 status. A red skull = -5.1 > -10.0 Status Or Someone who has agressed you in some way [can tipping etc]. Please check your overview settings :)

Edit -- on both accounts of the red skull the player will also be blinky red :) |

I think you just saw a white wreck but it was actually the wreck of the other guy.
I have seen this problem before, I know if occurs when you fleet up with someoe who is not in your corp/alliance and when you drop fleet, the wrecks turn yellow.. |

No. No. No. Yellow background = -.01 to > -5.0. Yellow background WITH a skull means -.01 to > -5.0 WITH A BOUNTY. There are plenty of yellow-but-skullless folks. As far as I know, the skull ONLY ever means bounty. It never means anything else - the rest is communicated by their background color. |

^^ yes you are right, thank you for correcting me. However I still think that a red skull implies tht the person in question is agressed to you or has GCF on them.. [I know thats the case for the local chat anyways..] |
