Standard sniper time is usually 15 minutes, however it is up to the discretion of the seller if they want to place a sniper rule at all.
It extends the auction automaticaly from the last valid bid. Forum/game time is usually used to track it. It cuts down on the gheyness of auctions, and allows the product to be sold to the most interested bidder for its full value IMO. It also allows a potential buyer to have time to consider the current cost. I have seen it create controversy, however if the seller sticks to his guns(rules)forum time is pretty reliable.

I thought that it was meant to keep a new bidder from making a bid at the last moment, but would still let bidders with past bids to bid up till the last minute. Otherwise the auction is technically over at the time the the sniper rule is set at. Am I right or am I wrong.

The fifteen minute sniper rule is set in place to avoid auctions getting 'sniped' (bidded on in last minute so noone else can bid).

The restriction to existing bidders is an additional measure sometimes used, but is not a sniper rule per se. It is often combined with sniper rule to say only existing bidders can continue to bid in the extended time, but no new bidders. ----------
