CCP ignore it as its working. When its broken then they will make a solution.
Look at jita 2 years ago

See a pattern that hasnt changed except its only got worse.
Okay Jita is still only a trading HUB because we made it that way but Jita is only kept alive because its the minimum that is needed to keep it going.
Same as the level 4 agent hotspots. They will only be kept alive with minimum effort because CCP doesn't want to devote any time or thought on the matter as its not profitable.
You have to remember that CCP is a business and wont go out of there way to sort a problem because its becoming a pain in the arse. They are the same as any other company which will fix issues when broken. PPL dont quit eve because jita is lagging as we all just crack on and adapt to the problem. Same as with the mission running.
Q) Could CCP just add a few new Lvl 4 Q 18 agents? A) Yes.
Q) Why should they? A) Because the EVE player base is getting bigger and causing lagg in favoured mission zones
Q) Is this a solution? A) Yes as it would reduce load in systems and also stop whinning threads on forums.
Q) Is this a long term solution? A) No as when Eve grows again another 15,000 active customers perday this will be a problem again.
Q) Is the technology atm good enough to support EVE's growth? A) Yes but is CCP using it?
Just a few simple Q/A's 
Conclusion
CCP ignore the issue and have done for years now. Will they ever give a crap? Id say no as aslong as there customer base increases they dont give a toss.

More agents is definately needed in the game.
Right now, alot of NPC corps you can run missions for have only a few L4 agents, and quite a few don't have any at all.
Also people tend to railroad-track their mission runs with a single faction, most often the Navy/Fleet for the faction, e.g. Amarr Navy or Republic Fleet, which then mainstreams alot of players to the same mission hubs.
Adding more agents for the less known / popular corps and spread them out to different systems would help distribute the playerbase as well so you avoid having 20 systems in a region with only 10 players, and one system with 150+, but rather get an even load all around.
Of course, just adding agents wont immediately rememdy this. People need to be aware of how/where to find said agents, as well as be motivated to actually start working on standing with a new corp. Going back to L1 thru L3 missions just to grind standing is not worth it for alot of players who already do L4's and have good standing with an agent.

Proof or STFU.
Now you say how do we prove that?
Trial run it and not on .SISI but on TQ. See the effect over 3 months then if it hasn't had the desired effect then remove them back to where we are right now.
We know the answer but some jumped up programmer at CCP HQ is blind to this...
CCP = Failed uni students paid min wage... Or are they  **********

They arent adding more agents as they are busy planning the high sec L4 mission nerf--moving the agents to LOW SEC!

Your little birds sing a different song than mine. Last official responce was that lev 4 missions are fine and will not be moved into low sec in foreseeable future. An old statement, more than year old if I remeber correct. Sooo ... do you perhaps happen to have link to some dev statement to back up that claim or are you just dreaming ? Who knows, perhaps I have missed something.
As far as mission income in general goes, dev's have stated that they are unhappy with the amount of minerals coming from them and will do something about loot some day. Nothing specific has been confirmed so far.

So, I figured I would go and grind up standings all over again in a different corp. It's probably one of the most boring things you can possibly do in Eve, but hey, it'll get me out of the lag in Motsu, right?
So I go and find the best Sukuuvesta agent I can hit, I get my first mission...
It's in JITA.
WTF?
How can the system POSSIBLY still be sending people on missions into Jita?

All it would take is creating equal agents elsewhere in Empire, 2 or 3 of the top agents scattered around to distribute the load.
If you can't distribute the load via hardware, do it via gameplay.
Low-sec is considered "empire" yet no one uses these agents. There are plenty of level 4 agents spread out all over the solar systems that your mission running corp of preference controls or atleast has a station in. Why don't you use them? I know why...because you are a mimic, and mimics/parrots have no idea how to play the game, they just do what everyone else around them does and has no idea how to think for themselves. Just my two cents.

Or maybe it's because people tend to mission in expensive ratting setups, and they're not eager to get ganked by low-sec pirates.
Seems pretty simple to me.
