This L1 agent does not show any required standing. I do, in fact, have no standing at all with Gallente, but according to the agent info, he isn't saying I need a certain effective standing. Why, then, won't this guy give me a mission? I've never done a mission for him before.

This is because this Agent is an event agent and will contact you when the time is right.
Normally the time is right after 15 missions completed as you will get a "storyline" mission which will give you a nice prize for completeing it and some good standings to the faction your running it for.

Confirming that this is an issue.
Jannequiers is a Gallente COSMOS agent (associated with the Univeristy of Caile school), not an ordinary event/storyline agent.
According to available information (including the german cosmos mission guide), she is a lvl1, quality 0 agent, with no pre-requisite chain.
Therefore, with 1.21 Caile University Standing (0.01 + Connections 3) I should be able to access his/her missions. But, like the original poster, I can not.
Grateful for any clarification on how to access this agent.

The devs probably won't notice this here. Your best bet is to bug report it, and let them sort it out.

It is fairly well known that Gallente Cosmos is unfinished and largely neglected by the developers, I suspect this is part of that mess.
