Move all lvl 4 agents to low sec.
Add new ore in low sec add new ice ore in low sec.
Add new pirate mission and plex for pirate based factions in low sec.
Make people like low sec more then high sec is challenge but removing lvl 4 in high sec is part of the way. I think if made low sec more fun it will help to get people like low sec but if you find out you don't like it always go to high sec doing lvl 3.

I don't get the high sec protectors of lvl 4 in high sec, there are corps who grind pirate faction missions you don't hear them complain is not only that is the problem example if you will do angle faction missions you got hell to worry about and there is few angle station to do misson from but you don't hear they complaining about it and blood raider space is in delve where you can get shot by sight by bob if you are not blue to them.
It was a guy here complained about the risk in normal lvl 4 to lose a ship lol. The high sec missions is unbalanced vs Pirate faction missions.

Most people having 7+ standings to pirate faction can't go back to empire.
They are rp true but they don't complain about risk.
The chase of them losing a ship is 87,8 % chance but few of them loses a ship by being smart.
The chase to lose a ship in high sec 3,2 %.

Is not all 0.0 space that is conquerable The pirate faction space. And why do not pirate faction not have lvl 5? and what make 0.0 so safe?
If there is lot of player in low sec from 1 corp is not that place be safe?
i think blob in low sec can make it as safe as 0.0 sec or I am wrong?
