Yes low-sec seriously need a boost, low-sec is the most risky place to be in EvE, and there is very little reward.

Nerf gatecamps in border systems; Add strong racial armor/shield rep towers near lowsec border gates that act preferably based on faction standings AND proportional to time of entry to prevent pirates from just getting a 9.9 alt to go through and sit on them. In order for pirates to counter that, they'd have to have their 9.9 standings alt on the other side of the gate and come in after the target; someone with those standings sitting on the entry side of the gate would also serve as a good indicator of a gatecamp to those without scouts.
I'd move to lowsec in a heartbeat. --- Oh hai. |

- Better exploration sites in low sec. - Unique ore in low sec belts (i.e. ore that gives minerals that you can't get from high sec or nul sec mining, or reprocessing drone crap or loot). - Better rats in the belts. - Low sec only content. For instance, coupled with the introduction of T3, or a removal of loyalty points from high sec and make it low sec only. - More low sec systems. It should be required to pass through low sec in order to move between the Empires.
That should do for a start.

Make an ability to decrease hidden locations signal, (for instance, by special signal disruption sentri drones so that one ship should stay at the first gate to keep the drones online) making it hardly avilable for those who failed to find that locations first. Miltifrequency probes can inform player that the location signal is disrupted.

Will not help, even if you put it at the level of 0.0 its still close to impossible to grind for a long time when people can bum jump you anytime
A unique form of income that is not isk based or grind based would be nice. Support the introduction of well thought out Amarr solutions!
I believe rats should avoid you if you have high standing with them. |

A few suggestions:
Ratting: Null sec should pay 3 times as much and low sec should pay 2 times as much for the same NPC that is shot in Empire. This encourages people to go to low-sec. It is also logical that Concord payout higher in lower secuirty ratings as it is harder for them to catch such thieves.
Mission Running: Missions should pay out more and not in tags or salvage. In low-sec, it is not easy to salvage or collect tags whilst running a mission. It would be very simple to switch Faction NPC's to a reward offered by the opposing faction rather than the tags (which requires salvaging). The mission rewards should be of the order of 20-30 mill an hour at least to encourage people to do these missions.
Null sec should be able to recruit L6 agents. Now these can just have L4 and L5 missions, but make the rewards around 40-50 mill an hour so that a player can concentrate on the having fun and surviving in null sec, rather than spending time grinding isk. If someone is willing to live on the frontiers CCP, they should be able to concentrate on the fun things and not have to worry so much about the "isk grind". And of course, more time spend shooting, means more pvp and ship destruction.
Mineral rewards: Refining of loot should be security based. So only Trit can be gained from refining in 0.9 and 1.0 space, Pyrex in 0.8 and below etc. This immediately reduces the effectiveness of mission running as a mining option, without penalising mission runners.
Sort out FW rewards: Tags are worthless when you barely have time to salvage them. Why do a complex for no reward? Why do the missions which are completely worthless and a waste of time. L4 missions in low-sec are just not worth it compared to empire currently due to risk vs reward. This is due to tags and lack of ability to salvage and lengthy travel times. These should be seriouly boosted.

/signed -simply put 0.0 rats (BS) to lowsec and to null capital sized rats (worth of 10-50m per rat). -better ore, lowsec ore just suck -lvl4 missions in lowsec should give double the rewards of lvl4 hisec (including loot/salvage/ bountys)

Get a solution to blobs, gate camps and make it more fair and survivable for missioners/ratters in low sec then it has now. You only need one group of 2-3 people to take out any mission runner. The risks for going from hi-sec to low-sec is just to steap. Even if you buff the isk income a tenfold, it wouldn't make low sec any more attractive for most.

well i disagree with this . Lowsec mean !LOW! security, so i (as mission runner) am aware of this. I have been doing some lowsec missions, but risk/reward ratio just suck, so i moved back to hisec. If CCP buff rewards, i will return to lowsec in notime.

Reworking of High-Low-Null Sec zones and Combat within.
I expect this to be unpopular, simply because many folks are so time-invested in the "game-world" of Eve and NO ONE would willingly give up any advantage they have to make it better.
That being said...
IF I were to get Eve reworked to my satifaction....it would definetly include the following:
High sec: aka Empire Patroled/Controlled Space
Ore: Would only contain at best Veldspar and Scordite & Pyro (the 3 most basic and needed ores for production. No Ice here...move along
-(rationale: the empire long ago depleted the more rare end ores in their exapnsion)
This gives all the non-pvp populace the ability to contribute in a meaninfull and somewhat profitable way,the ability to make a living as it would be assumed that the majortity of empire citizens are the Industrialists, Traders, or Scientists.
Missions: Would be limited to L1 agents WITH the ability to morph/grow into L2 agents "individually" as the pilots experiance (faction) grew with that particular agent
-(rationale: As with most things/activites in eve....the more/longer you do it...the better you get at it..including agents)
Ship Hulls: Would be limited to Cruisers (including T2) , Industrials, and ORE vessels
-(rationale: once again, we are speaking of controlled and regualted "Empire" space....where major warships simply would not be allowed to run free with the potential to cause major disruption of space and trade lanes)
The ability to still engage in meaning combat related activites would still be present...but would provide a healthy enviroment to do low level missions and such without being "overpowering"
It is already possible in-game to restrict shipshulls from certain areas...this simply expands upon that mechanic
There is a reason you see the most powerfull npcs in Battleships and not frigs/cruisers
Lowsec: aka The Badlands
Ores: This is where you would find the bulk of the uncommon ores:- Plag - Omber - Kernite - Jaspet - Hemorphite - Hedbergite - Gneiss - Dark Ochre - Spodumain - All Ice Ores
(-rationale: As these area would be considered uncivilised and where a man/woman might choose to make their fortunes by braving the dangerous areas on the fringes of society)
Missions: Would be limited to L2 agents WITH the ability to morph/grow into L3 agents "individually" as the pilots experiance (faction) grew with that particular agent
(rationale: once agian only the bravest or disgraced of agents would be regulated to such a duty assignment...far away form the comforts and luxuries of the Empires.
Ship Hulls: Would be limited to Battle-Cruisers (including T2) , Industrials, and ORE vessels
-(rationale: We are speaking of uncontrolled and unregulated "Badlands" space....where the occassional armsdealer/warmonger would make availible the 1st true class of Warship...the choice of vessel for the dasterdly pirate and/or pirate hunter)
Gates: In addtion to limiting what size vessels can travel through them, instead of Gates Guns being the deterrent....simply make it a no-fire zone (thru use of a enhanced version of ECM...preventing ALL ships from aquireing targets within its radius.
Piracy: Now lets make piracy more luctrative...decrease the ability for cargo and modules to surive a ships destruction...ouch thats gonna hurt...but now...its much more in the interst of pirates to ransom thier victims allowing them to go on their way...thus earning "Gentleman Pirate" points from their victims as someone to fear but also respect.
Reavers: The bane of pirates and honest folks everywhere....they seek nothing more than total destruction & humilation of their victims...they arent in it for the money....they are in it for the glory of battle...and the heart-wrenching screams of their victims.

Mercenaries/Bounty Hunters: CONCORD doesnt patrol the badlands...where does a victim turn to for help...these brave men/women who fly to protect the innocent.
Operating "under liceneses" obtained frm CONCORD or some other governing body...they are permmited to detain/arrest (WD/Web) known crimminals and receive fines/bounties on behalf of said bodies...or if resistance is met...use deadly force to remove threats WITHOUT security-penalty.
Of course, there would be standard fines based upon the crimminals Sec Status (defined as anything below -1) and Gentleman/Dispicable Points rating.
Nullsec: aka The Independant City States
I wont pretend to know much about 0.0 ...as my time there was shorter than a year, but i did have the chance to see things i both liked and disliked.
Ores: Obviously the remaining rarer ores would be located here, in rich abundance - Crokite - Bistot - Arkonor - Mercoxit - "Some" Ice?
What does this do....it promotes trade.
Now if they huge alliances want all the lesser ores and materials...it is in their best interest to ensure that the trade lanes remain safe to travel.
They have to actively patrol AND police their territory.
Sov: POS warfare is a joke....no idea how to fix it....but when it does get fixed...A major part of it should be....if you wish to take over multiple systems..they must be directly connected in some way....or you lose Sov in the adjoining systems where it is lost.
Perahps even adding dedicated systems...such as Research Systems, Industrial Systems, Defense Systems....which would recieve some sort of bonus to "specific" activites within them and penalites to others if you are part of the City State which controls it.
Ship Hulls: Now you can use any ship hull upto Battleships and Carriers (including the non-combat variants)
-(rationale: We are speaking of independant nations fielding their own navies. I've always belived battleships should bethe premire' vessel in any fleet...with the occasional Carrier-class vessel.....get rid of all the others imo...dreads and moms. Remember...bigger is only better when ya with ya boy/girlfriend)
meanwhile: remember those little things that stop ya from jumping into a system....no normal warship should be able to jump into lowsec or highsec. if it works in 0.0....why not low sec....just say no to hot-dropping.
You may have noticed...that I said..."no normal warship"....this in my mind excludes Jump transports ...and TADA...Black Ops...which need a bigger jump range and fuel tank...or less fuel reqs....you decide
while we are at it...make BS and suchtake higher quanties of the rarer ores....BS should not be the norm...but the exception

Okay...so now ya saying....what about L5 agents....well..my friends....that is where ya Corporations standings come in....to develop or access those...your Corps overall standings with that agent must be exceptional. Makes sense to me...they are desinged for a group afterall

So a few of my ideas to make low-sec more reason to play in for the common player:
- Have the gates from empire to low sec defended with npc rats or big stationary turrets, just to make sure there aren't any gate camps and you can fly in and out of low sec. They should only be on the gate and not anywhere else.
- Increase missions bounty and reward in these systems by a good 100% so you have a reason to mission in low sec. Also increase the rewards for low sec exploration they are worthless.
- Remove the perma-scram for heavy dictors in low sec it is an overpowered tool and i can imagine players flying more and more and more of these if low sec would become more crowded. Instead give them a long range scram so they do serve a purpose. This would at least give the blockade runners a chance again.
- Reduce the sec status drop in low sec systems by a hell lot, concord is not present in these systems so why should you still get the same drop you get in empire it doesn't make sense. Pod killing although should still remain a serious crime, agressing and killing ships should not.
- Put big and lots of ice fields in low sec, give miners a good reason to get the precious ice materials out of low sec instead of empire, but they should be deep in low sec so people will spread deeper into the systems.
- Introduce a variable bounty system for rats which relies on the sec status, this would drive players to lower security low-sec to get better rewards thus driving them deeper into low sec.
