Sounds like it works just as planned.
I mean, if someone wants to bring 20 alliances to one system against titans and they don't have their own staging POSs for each alliance and then they get doomsdayed when giving out the password sounds like a very nice anti-blob feature to me.
How about making large alliances (like, merging them) and having sensible POS passwords but have POSs open for corp members? Or just not blobbing to hell and back?

Smartbombs work inside POS shields too, so titans are NOT getting special treatment. They still cannot target other ships, as intended.

All weapons are allowed to be used in a POS. You just aren't allowed to lock anything.
Also, can we please fix accounts, people keep stealing my accounts just because they got my password.

It's a silly system that's tilted heavily toward the mega-Alliances that can operate completely independent in hostile space while saddlebagging Alliances that have to team up as each Alliance has to lug their own pos's around. Not a huge deal but still annoying as it simply means that while you have this password mechanic, you can simply never use it as there's no way to keep spies out. Just ask Chaos Incarnate how much this sucks.
Why not make a system whereby you can access a cap ships services, but a password must be used, and have those that have trained up bomb deployment or something be able to plant bombs in them? Hmm?

A thousand badly configured firewalls will not stop your computer from getting hijacked. The technology in EVE is great, but sadly, your cognitive abilities could use an implant or two.

The point that is really being missed here is that NO ONE aside from the creator needs to know the password if that person has half a brain and configures the tower correctly. All alliance members will be able to access based of standings and configuration. Clearly, though, the OP is a NNC alt because they are about the only ones that have 8 different alliance trying to access each others POS's on a consistent basis and therefore pass the password around like a cheap $2 hooker. Try to fight alone and you will avoid this problem...oh wait never mind forgot who I was talking about.
