Whats the difference between the improved cloaking device 2 and the covert ops device in relation to cloaking, does one cloak more than the other?

You can can warp cloaked and move at full speed when using a covops cloak, also the sensor penalties are quite a bit less. ---

You can move faster under cloak with the Improved II than the Prototype I.
Something like a 75% loss of speed versus a 90% if I remember right.

Also, covert ops cloakes can only be fitted on covert-ops class ships (cov-ops frigates, force recons)

Just a clarification on sensor penalities: covops cloak: sensor recalibration 10s; no scan resolution penalitie Improved cloaking: sensor recalibration 20s & -40% scan resulution.

Typically the improved cloaking device 2 isn't really worth it unless you are flying a SB and need the reduced locking penalties. For plain hide and seek prototype is the easiest to fit and sufficient for its purpose. Covert ops as mentioned is superior mostly because it lets you warp while cloaked, but it can only be fit on CovOps and force recon ships.
Note that this may change in the foreseeable future as CCP has mentioned plans to make it possible to probe down a cloaked ship that isn't using a CovOps cloak. In that case it is feasible to assume that the Improved cloaking device would be harder to probe down than the prototype cloak.

If you're preparing an ambush, you'll want to use an Improved because you can lock sooner.

Like with SB's, it is hard to make a cloak ambush work most of the time though, unless you are already in a force recon. Even with the T2 cloak the calibration time alone allows for anything of cruiser size or smaller to scoot before you can shoot.

Depends on your skills. SB's have a bonus to lock time after cloak, also if you fit a sensor booster you can lock pretty fast especially if you are trying to lock something bigger than a frig. Of course you still want to have a tackler around just in case.

That's 12 seconds for most people. Time enough to catch a battleship or a Hulk, maybe even a BC, and smaller ships if they're distracted.
