I'm a Caldari pilot with a lot of skills invested in Missiles (light and heavy) and Caldari ships (frigates iv, cruisers iv, and battlecruisers iii, starship command iv), with a total of about 1.5 ish million skills (divided majorly between learning, missiles, and starship command with other skills taking up the rest)
I'm looking for a solo pirate ship to start out with. I don't want to train for months for my first pirate, I want to be out there fast, but I'd also like to stick with Caldari ships if at all possible. Any recommendations on a ship and setup? I have virtually no skills in gunnery, but would be willing to train them if it meant easier pirating.

The kestrel frigate, aim other frigs.
Ferox, cheap enough.
Caracal, not awesome, but can nail some frigs or cruisers with bad setups.

Caracal with precisions will kill anything below cruiser size.

lol he has 1.5 mill sp,
i highly doubt he can use t2 missiles.
I think hes saying with said skill bias what is best ship to use?

Frankly for solo pirating early on, I have trouble recommending anything that isn't Gallente or Minmitar. If you absolutely want to stay Caldari, the Caracal and/or Moa are acceptable choices but you're not ever going to win a fight against an equally skilled/equipped Vexor or Thorax or Rupture or a number of other ships.
What you should really do is find a friend or two to fly with. The Caracal becomes a lot more viable when you have friends and the Blackbird is an unbelievably powerful ship to have in a gang (and it costs very little in skills/ISK to be effective).

What I did with deviance back in 2004 was scab a dominix train my skills for it and sell myself as a remote repping dude to help with empire gangs yarr!!
They are so anti pirate these days....gate guns fire on the entire gang in sequence so I dunno.
But join a corp and bug the hell out of people and you'l get a nihe, otherwise leave the corp its run by tight arses and you wont get to pvp truely.
And its good to pirate young you wont get bored of getting back your sec statues till later after millions of missions in your megathron, just about the most ultimate gang ship.

I get plenty of highsec fights in my Velator. Requires pretty high skills to be useful for piracy though.
Rocket Kestrels are popular though, as is the ever-popular Rifter (quite possibly the strongest T1 frig in the whole game). Poke around on Battleclinic and in C&P, you'll find some good setups.

assuming that I want to get a raven for missions (which I have to basically just train caldari battleships for) and I haven't yet trained caldari frigates 5, is it worth training another race's frigate and other ship skill. Are the other ships that much better than caldari ships for pvp?
I do fully understand that caldari are PVE gods, not PVP gods, but I want to know how much easier it will be with another race's ships than with Caldari.

Training the ship skills isn't that big of a deal. You could train Frig IV and Cruiser IV for every race in just a couple of weeks. The bigger deal is the different weapon systems that each race uses. If you already have a lot of SP invested in missiles then it is going to go completely to waste for Gallente and partially to waste for Min (they do use missiles but projectile turrets are really the main weapon type they lean towards). Same with shield skills as 99.9% of Gallente ships and fits are armor tanked and a large number of Min ships are also armor tanked (although they do have some shield tankers).
The reason I recommend Gallente/Min is because you said "solo". To really be a competent solo ship, it needs to be able to handle several roles at once instead of just excelling at one. You need some sort of combination of tank, gank and/or speed. You also need to have free mid slots to fit a microwarpdrive, scram and optionally a web and/or cap booster. Caldari ships with their slot layouts and preference for shield tanking do not really lend themselves well to doing so many of these things at once.

So my options are to train a bunch of skills for armor tanking and other weapons, or be sub-par/require help to pirate. An interesting choice, not one I'm sure I know what to choose.

try to avoid cross training so early. focus your training, id suggest you stick with caldari for now, since you've already started down that path... get those skills up to a decent level, then worry about crosstraining.
caldari ships are fine for pvp... with friends. their main weakness is that unlike other races who have to decide between gank or tank, caldari have to decide between tank or tackle... and since tackle is essential to pvp, it leaves their ships paper thin.
but if you have a buddy who can tackle for you... then you're free to forget tackle and instead boost your tank and dps.
just train caldari and make sure you dont go out solo pvping... then later (like at least a year later, id guess when you've got about 14-16m sp in caldari... it will be safe for you to start crosstraining without feeling gimped)
and besides... like the poster above me said... the ships arent the issue... its training the support skills you need. one particular problem with gallente ships youll find, besides the completly different weapons and tanking systems... is that gallente ships can be very difficult to fit without some excellent skills... and even when you have perfect fitting skills its still often very tight.
