I really don't think the Jove Empire is an Empire like the Amarr Empire. If you read the page about the Jove, they seem a bit unlike an Empire. Miko Bour doesn't sound (or look) much like an Emperor.
The "Jove Directorate," believed to be the highest power in the Jove Empire, sounds more like the government body of a fascist or otherwise totalitarian nation, not like some kind of Empire. Perhaps it's like a nation in a story I'm making up. It's an Empire only in name, with an Empress (Or in this case, an Emperor) who is more like a figurehead.
What do you think? Maybe the information about the Jove is so corroded, that they're not really an Empire, or they had some kind of big change in government after the Amarr-Jove war.

i dont see why they would have had a change after their war w/ the amarr, it was a turkey shoot, one Jovian mothership wiped out an entire amarr fleet or something like that
that aside, Miko Bour could have been a revered public figure, like ghandi or something or the dahli lama, or the Emperor of Japan, they dont really have any governmental powers, but have a very strong SOCIAL influenece on the people

Empire is just a term discribing the 4 main factions simply because there is not a word in the english language that better discribes the situation. -------------------------------- To borrow a phrase:

I know Empire is used a lot, but specifically it's called the Jove Empire. It is possible that Miko Bour could've been some kind of strong social figure.
What I meant by a change is like, some time after that war, perhaps un-related to it, there's a revolution of some sorts, I dunno.
Oh GAWD I just love it when we talk about the storyline of the game like this, as if it was MORE than a game.

TBH Only the Amarr Empire is a true "Empire" in the literal sense of the world.
Gallente space is a sprawling patchwork of races and regions united in a federal union under the banner of the largest race and instigators of the Federation, the Gallenteans.
The Caldari State is . . . is well just a big collection of massive corporations who fund the defence of their borders with a common Navy, court and diplomatic corps, the only real similarities between the corps are racial descendancy from one planet.
The Republic is similar to the Gallente, but instead of factions being based around political standpoint, they're more based on your bloodline, so there are Sebiestor, Krusual, Brutor and Vherokior parties, and possibly Starkmanir, Nefantar and Thukker ones now that the tribes could be reunited. While the tribes are divided politically, they represent their views in a Parliament and parties are elected into governmental office, whereas the Federation has a senatorial system instead of a parliamentary one, for what little difference that makes. At the end of the day, the Republic is modelled off of the Federation with minor tweaks to make it appeal to the matari, with tribal rather than party divides, but the central government is still in charge of all the things that the Federal government in that case
