I just started gank-style pirating, where I mostly attack mission runners and miners and other carebear like noobs. Anyways, here's the setup I threw together in between kills, since my mission setup wasn't cutting it for ganking:
High:
6 x ZW-4100 Siege Launchers with T1 Inferno Torpedos
2 x Empty
Med:
1 x Stasis Webifier 1
1 x Warp Disruptor 1
1 x Compulsive Mutltispectral ECM 1
2 x Cap Recharger 1
1 x Sensor Booster 1 (+scan resolution script)
Lows:
4 x Ballistic Control System 1
1 x Damage Control 1

Sadly for u my friend ganking in high sec will no longer be possible due to the new patch deployment. unless u can kill some thing in 3 sec. :P

For pvp..try something like this:
6x siege launcher
2x w/e, heatsink, place in between launchers
100mn mwd
2x LSE
2x invul
disruptor
4x bcu
1x damage control
extender rigs

Salvagers are better IMO. THey're useful afterwards too ;p
Edit: Cap recharger and ECM? WTF?
The only real choice you make is whether to fit a MWD or not. Given it's a rather short range weapon system and all. Otherwise web,point,painter + buffer tank, to taste.

better to use 2 heavy painter drones + 2 hammerhead + hobgob for some damage and painting tbh, doesnt waste a mid and is better after all anyway

With this setup you shoudn't attack anything stronger than a miner or a hauler, because most of the "missionrunners and other carebear like noobs" will do more damage even with cruise missiles and have tanks that are multiple times stronger than yours. And no, you won't jam anyone with a tech 1 multispec ECM on a ship without an ecm bonus.

Also it pays to listen to a Tri when they talk Ravens, though I persoanlly don't know how anyone is going to break my tank without Hvy Neuts.

While heavy neuts on a raven are great when taking on hacs/cruisers/bc in smaller fights, they cannot be sustained for a longer period of time because an injector seldom fits, thus making them less useful than for example, neuts on a tempest.

Well, then am I totally out in left field by saying that maybe plating it up and fitting an Injector+800's for the Hvy Neut work is viable?
DPS will go down but the targets tank will crap out sooner too, asuming he doesnt have a hold full of 800's as well. 
edit: I also predict a rash of suiciding before the next patches.

problem is, what you 'need' in mids to be good:
- 2x extender
- 2x invul
- mwd
which leaves one utility slot, usually a disruptor or sensorbooster
additionally, fitting both an injector and a heavy neut will see you run into heavy grid problems that even a single rcu-2 cannot fit
