The huge BSs stripmining those roid fields in 1.0 are often alliance people mining the trit where it's profitable. They usually make a day of it, and well, mining can be a lot of fun, be it ninja mining ark/crok in 0.0 or stripmining with 10 of your friends in Lumi.
Besides. The belts in highsec are usually large, and there are often 10+ of them. If your life is falling apart because of a stripmining squad, go to the system next door (0.8-0.9) and mine there for a while. Problem solved.

Well well, alot of interesting debate here :-)
Noone has actually anwered well what I was asking i.e. who the Gallente Union are and how they are going to enforce a "ban of stripmining".
I don't have particularily strong views on the strip mining itself lol

i Dont see any reasonable way to enforce a ban on stip mining. WTF are you gonna do instagank anyone who turns up in a belt and mines more than one jet can full?
Come to Isikemi Veld Scord and Pyro in three belts with some roids bigger than space stations. all just a couple of jumps of hte highway. I know for sure that there are plenty other systems just like it.

couple of idea here - say you wanted to mine around FD-MLJ, you contact the local pirates or "gankers" you then enquire how much it would cost to keep you safe and for your corp to work there safely.
You get them to a reasonable price and you go mine. This way everyone wins piracy works and you get to mine.
Empire miners are fat lazy people - they want all the money with non of the risk its stupid.
I speak from a pirates point of view if you was forced into 0.4 and below, pirates would become more pirate like we wouldn't be forced to gank everyone we see like current as there would be no need, We can toll etc. Also Merc forces would have more of a role, Miners could employ mercs / anit pirate groupes to protect them, making the merc profession a viable one once again. ( since currently alot of merc forces turn to piracy )
Atm there isn't that many people in 0.4 and below and people dont normaly pay the tolls as there fully insured, so thats why we gank everyone as you said Arnt.

Your remark would make sense if it wasn't for the tiny little detail, that a lot of stripmining isn't done to make iskies but cause those minerals are quite badly needed for manufacturing ( You know those people that replace the ships of those you kill ). Secondly it's not economically viable to pay the pirates, NPC killers, haulers etc. from a veldspar mining operation.
Anyone that macro mines should be perma banned btw, but people are mixing all kind of things together. You got macro miners, you got people that strip 1.0 starting system belts with a apoc, and you got those that strip belts in 0.5 systems so they get Concord protection.
Secondly you're looking in the wrong 0.4 and below systems. Use the map 
Again you come up with mercenaries to protect you, great makes sense when you're pulling in ark. But when you need 70mil tri to build some BSs it doesn't make any sense whatsoever.
And what does tolling have to do with miners? Miners can't be found at gates. And don't see how killing a indy filled with veldspar/tri is gonna make you change the way you pirate. Full indy with tri is worth 1-1.5mil or something like that, you'll have to agree with me that that is peanuts. A battleship kill only needs to drop 1 turret and you made more.
And last point it doesn't take much to strip a belt, 2 miners and a hauler can strip a belt in a evening. Maybe so, the minerals might be going into manufactoring but your still receiving isk somewhere along the line, Nobody does anything for free 
And why not mine in 0.0 for the low end, you could increase your isk alot, mine rare minerals while there / have some guards to shoot npc.
anyhow was just some ideas im not bothered.

When the option is to haul a lot of jumps to you recyclingplant/factory, or max 2-3 jumps for veld/trit. What would you choose?
(And we have a factory far away from the n00b/highwaysystems.)

What a load of bollox.
How else are small corps without access to non-empire space going to make a living. Supply and demand rules. You tax the stuff we mine, we put the price up. This affects everyone.
So with trit costing around 1.5/unit this will go up to in proportion to the tax. As everthing needs trit, then everything will go up in price. Same for all the other "base" minerals.
