Concord should be its own faction in FW sense.
You could sign up for concord militia, and as part of the militia for concord you would get access to a special bounties list. People on this bounty list, would be kill on sight, and concord wouldn't intervene if someone of the concord militia takes one down.
The idea would be, that every time a pirate ganks a ship, that pirate would get a Concord LP bounty placed on him or her. For example, someone ganks a hulk, the ganker gets 20k LP bounty on him. This bounty would be paid to the one who manages to blow up the gangker's ship, also the bounty would keep piling up. Once the pirate has been dealt with, the bounty resets to 0.
The amount of LP would depend on the value of the victim's ship.
This would make pirate hunting a proper profession in the game, and bring more balance into the game, as the consequences of piracy would not be limited to losing some sec and the ship you were in when you did the deed. Instead you could have concord militia member taking you out, when it is least convenient for you. |

This could be exploited by the pirates. If they have an alt/friend signed for concord they could collect their bounty by themselves paying for new ships and further ganks. |

sooo....I run 2 accounts. 1 has the bad pirate. 1 has the target char and the hero char in 2 slots. I spam kill the target alt until bored, wake up the concord char and collect say 200K lp's jsut like that. Low sec a big place, I am sure I can find a private system to kill my alts in peace and quiet.
And where exactly is the low sec/null sec/wh love? Concord is a pita to get to for these people. YOu'd have outlaws killing outlaws who cant' get paid since no concord stations out of empire I know of (p[lease correct if wrong someone). Flashy red...no empire. Be kind of idiotic to have -10 pirates runnig around for months with 300K concord lp. Even worse if they are -10 and proud if it so have no desire to fix it. Null sec would have to burn a night on the empire JC to claim the reward and the WH'ers have to leave their hole then climb back into it to claim the reward. (dont even get a jc option here)
How is this any better over the current system where even in the deepest wh....if a guy has 200 mil bounty on him, one lucky lego kills him....one lego pilot jsut made 200 mil without leaving his hole unless he really wanted to. |
