No. It really hasn't. CCP has referred variously to 'skill reimbursement' and 'you will be able to fly what you can fly now', those two things are not necessarily (and unlikely to be) synonymous.
I get it, you don't really know what to do with the SP situation but are trying to do something that will be fair, that's fine but that's not what you (or anyone else) as said.
