I am unsure, but are there missions available to the players from the major pirate factions?
I was thinking that one mission can be played simultaneously from both sides of the law among two (or more) pilots. For example, I accept a mission from the Caldari Navy to remove and continue to keep clear for x amount of time a gate camp in a low security system. Among my fleet are some Caldarian Navy pilots (npc) that engage a fleet of Guristas' pilots (npc). As time passes, various waves of different amounts and types of Guristas ships engage my fleet. The npc pilots would have replacements through a trickling into the mission effect if there was only one real pilot on the field - the mission should be a longer timed affair. Meanwhile, murder one decides to run a mission for the Guristas and his mission is to protect a gate camp in a low security system - the same gate my small Caldarian fleet and I are clearning. He warps to the gate with his small fleet of Guristas pilots (npc) and surprised to see a real player among the Caldarian pilots (npc) attempting to clear the gate. If either murder one or I loose our ship or warp away from the gate, then we lost the mission. The mission would end after either murder one or myself were destroyed if we were both assigned to the same mission, but from different sides of the law. Similar to a field commander being removed and his underling forces scattering away.
The reverse can be a possibility too. murder one has a mission to set up the gate camp and destroys Caldarian Navy ships at the gate. Over time, I arrive with my little fleet and need to remove him and his small party of pirates. Or either of us perform our assigned tasks "alone" beyond the required time limit and the mission is a success without worry of a "real" player this round. Randomize the settings, the ship types, and the numbers, and a player accepting a deadlier, but more rewarding mission, will not know what to expect.
And to avoid such missions being farmed, perhaps the player has to put something up front: credits, faction, even their stripped down hull of a ship. Failure to pay if you fail the mission has you a wanted individual in that Empire region (instant negative faction rating) and the pirates were not exactly fond of you originally since you accepted the mission against them (more negative faction rating).
A bit scrambled in thoughts, but hopefully you get the general idea.
