They state mining is welcome in all Mofa systems and then turn right around and state mining in Zanka (a Mofa system) is forbidden. They give the exception before the rule, so it makes perfect sense. No contradiction, your just used to exceptions coming after a rule, hence the poor grammer thingy. My understand of this implied exception comes from years of fluent ESL and dealing with idiots. --
