I think you are confusing a few different mechanics.
System sov - you don't POS on need every moon in the system, just 1 (or 1 more than anyone else). Many systems it is impossible in any practicle sense to control every moon.
System sov goes from sov 1 to sov 3 (normally) based on how long you hold the system.
Constelation sov is based on having sov in 51% of the systems plus 3 stations plus 1 designated sov capital system.
Sov 4 (system capital) is one system that you can designate as sov capital once you have constelation soverenty. You cannot lose system sovenenty in this system until you lose conselation soverenty. Once you lose constelation sov the capital system reverts to sov 3 and can be taken.
Constesting soverenty of constelation takes like 2 weeks after you are in position to do so.
Contesting soverenty of a system takes 1 - 2 downtimes depending on the timing of stront (if taking down towers is key) if not 1 downtime.
The above is probably sort of right, i'm not an expert on sov but there are some guides out there.
As far as I know (and I know very little) you need constelation sov to build supercaps. So you need a fair sized alliance before you even get into the technicalities of the materials and bpo's to build the ships. The ships are built from components, and I think the BPO's are seeded for this.
Of course, if you have the isk, and are willing to front-line any mothership you buy, and you are an active player, you could join an alliance, make these facts plain, along with the fact you will pay for it, and ask them to broker a deal with a friendly superpower, or if they build supercaps themselves they could give you some pointers in what you need to do. However if you own a supercap and aren't willing to use it for the greater good of your alliance then you don't really need one. There are no guarentees in any of this, it is a good starting point though.
You have no chance of laying your hands on one for your own personal one man band in normal situations, although if isk is really no problem to you then anything is possible.
