This is a horrible misconception. Carebears don't want to be in a completely riskless world.
They want to be in a riskless section of a huge, volatile risk-full world, so that they can FEEL tough, without ever having to be in any real danger.

Of course, if all the people who have ever been called a 'carebear' by someone, either accurately (however the term is defined), erroneously, or maliciously, there'd be about 7 people left ;-)
