THAT is what the DEV's concider as "Ultra Violent" items?!?!?!?!?
Heck my Tech II Large Armor repairer has ALOT better stats than the Domination one.
In fact it is not much better than the best Named Tech I Large Armor repairer when you concider the long activation time 40 less cap power usage ain't that much.

it repairs exactly the same as the best names tech I large repairer, but uses 40 less cap over 15 secs, which is nothing really. The only thing of any worth there is the bounty and the gun

Looking at the weapons and the power managers in belts i wouldnt be so certain of that.
Also 2 of these commanders spawn in the same belt gives me an impression they arent moving around. - - -

Dearest Mr. Novo DuPont,
No, I do not consider Commander loot to be "Ultra Violent", it's the Officer loot thats "Ultra Violent" as is clearly stated in the Devblog about NPC Overhaul.
I also suggest you take a better look at these items since some may not seem as "uber" when compared to the expectations of something "ultra violent", but neverthelesss have some quite interesting benefits, as Lallante clearly points out.
I hope this clears up the misunderstanding between the Commander loot (faction named loot) and Officer loot (named after the officers).
Officers bear unique names. As an example, one of the Domination officers name is "Mizuro Cybon".

My god this game is so carebear now, I used to remember when it was a PVP game.
NPC's dropping uber loot, NPC's dropping mad mineral stacks, Tech 2 stuff requiring endless supplies of components only dropped by agents, Tech 2 BPO and implants coming through Agent grinds.
There is no incentive to PVP now unless in a Cruiser or frig because you have to gimp your set up in a BS unless you know EXACTLY what type of ships your gonna encounter.
How totally and utterly ghey EVE is becoming.

EVE was never a PVP game. If you want a PVP game go play Counterstrike or Planetside.
EVE is a MMORPG that has manufacturing, PVE combat, PVP combat, mining, trading, etc... NONE of those activities are required (well, you can be attacked by another player against your will, but you don't have to fight if you'd rather try to run). A lot of people DO NOT CHOOSE TO FIGHT in PVP unless forced, so they will enjoy the added PVE content.
Remember: "PVP game" means the game is designed around PVP combat. Since you can play EVE for months and never shoot at anything other than NPCs (or not shoot anything at all!) this is hardly a PVP game. It's not even truly a COMBAT game since you can avoid combat ENTIRELY if you so choose and still make a lot of ISK... it sounds boring as heck to me, but people do it.

EVE was never a PvP game, lol, your kidding right, or a new player who hasnt played this game very ong.
Everything in eve is PvP.
When mine roids, your deriving someone else to do it, PvP When you outsell someone on the localmarket, its PvP When you build something and sell, you derrive someone elses chance to do it, thats PvP. When you attack someone to do corpbattle or pirating thats, PvP When you npc hunt and get some named modules thats bettr, than others dropped in scpae thats PvP. when you get a better agent than other players thats PvP.
Evrything you do in this game is PvP, thats why eve is a great game.
Do yu want this game to be PvE instead, boring.
Or should we all just be friends, and mine together and do solo agent missions, look everyone i have just bought a New battleship......for mining
You think PvP is only about actual combat, not PvP is also to be competive, in every aspect of this game. So when your hunting npc¦s getting isk and named loot, someone else is derrived to do that
This is why EVE is a great game.

The majority of people in Counterstrike don't PvP, since they simply don't have the skills to do it effectively. You can go for months in Counterstrike without actually PvP'ing. Spray and Pray has nothing to do with PvP.. :)
