Soo, it is defiantly okay to buy ISK from eBay? CCP wont take away anyones account or do some other method of punishment?

You will have your account banned if you are caught buying isk from ebay as its against the EULA plain and simple.

NO, the rule stands. If you are caught selling ISK for real money, you will get banned.
The issue comes down to the economy. Farmers were griefing in other games because they would spawn camp the rare mobs, do evil things like pick on players trying earn the rare drop honestly.
They would either sell the drop directly for real cash, or sell the drop for very high in-game currency, then sell that currency for real money. This would inflate the cost of goods in game, devaluing the currency, and skew the economy. Useful rare items now sell for 100x their market determined cost, and anyone trying to get the drop themselves gets "chained", "griefed" or "ganked" away from the mob.
I used to play Final Fantasy XI, and farmers were ruining all the shards. Then SOE imposed a limit of only being able to send very limited amounts of currency at a time, and only a single concurrent transaction (you had to go to a specific location to pick up stuff). This happened after I quit, but by all accounts, prices across all shards have deflated drastically (good for them!)
Believe it or not, getting rid of ISK/gil/gold/currency farmers actually keeps things relatively affordable (except for HACs, but whatever!)

Selling in game items for out of game Money/Items is not allowed as stated here by GM Arkanon and here per the EVE ToS.

That's bunk. If someone's caught, taking away their account is a bit irrational. if CCP does want these actions to stop they should ask the person who they bought it from(knowing that someone had to transfer it through EVE) and suspend their account or even IP. I think that's a lot more efficient.
