You're wrong, getting access to 0.0 is pretty easy. Besides NPC stations, you can also hug the constellations near empire.
Contesting space is another matter, and on that you can blame political power blocs and easy logistics. Besides, the deal some "pets" get is often better than what the holding powers go through.

Wrong. First: How often do high end moons or T2 bpos result in a rich membership? Second: Even if you do replace dreads free of charge, you can't get them killed constantly and still have people show up to fleets.
How much money you have might extend your stay, but at the end of the day wars are almost never decided by money. If you terrorize, demoralize and violate somebody long enough, while providing options to get out of the situation on favorable terms, they will take it.

What? Most alliances buy their resources from empire. A single day alliance op to mine for strontium can yield enough to field dreads for a year. I don't see this closed loop because fielding capitals has almost nothing to do with resources, and everything to do with logistics, organization and trust in leadership.

Yes, 0.0 isn't part of gameplay for a lot of people. 90% is wrong, maybe 60% at most. That has nothing to do with 0.0, and everything to do with it being optional. People aren't going to do the work and take the risk when they don't have to. The single largest driving force in this game is character advancement. People are more interested in getting isk and new toys to play with than becoming FCs, saboteurs and megalomaniacs.
Your end is nigh speech could use some work, because its based on false assumptions and nonsense. If there are any issues with 0.0 it is the following:
- logistics and travel is too easy - the resources of 0.0 are irrelevant to the average player
