I'm seeing this character on half the sigs on these boards. Anime girl usually with a green dress that looks like something out of the early 1900s, a red and a green eye.
Who is that, and why is she everywhere?
(Sorry I'm a bit out of touch with anime these days :))

About the sigs:
The characters in the sigs are from an anime called Rozen Maiden.
Note that the title is intentionally ironic, as my sigs usually contain Suisei Seki, but are actually 100% Desu-Free
These sigs have nothing to do with a certain well-known forced-meme

Her name is suiseiseki, she is from the anime rozen maiden. she says desu a lot, so many people just call her desu. She has a sister named souseiseki, who says boku a lot, and is likewise often called boku. I bring this up because you must understand that their eye colors are switched. Suiseiseki's right eye is red, her left eye is green (thought it is blueish in the manga). Souseisekis LEFT eye is red and her RIGHT eye is green. Make sure you don't get these mixed up if ever desufying anything.

Yeah Big O is tremendous.
Season 1 is not as "deep" as Season 2. Enjoy both for what they are... the first 3/4 of s1 is omgrobotaction, wheras everything after that is... MIND****...
And imo it's anime... I mean, it's certainly influenced by the style of Batman: The Animated Series, as well as significant noir elements, but it definitely has anime thematic elements. Yeah?
No matter what it is, it's entertaining, deep, generally ****ing incredible. The english voice acting is top notch (never watched the Japanese version), the soundtrack is first rate, the storyarch late s1/all of s2 is chilling. Even after watching the entire series more times than I can count, after watching the last episode I'm still left with a feeling of: wtf? omg... MORE!!!!!!

MoHS is by far one of my favorite anime. Kanon is right up there as well, along with Sola, Blue drop, NGE:RBE, LS (believe it or not) and School Days.

There is some extremely high quality artistic fanart surrounding Rozen Maiden. But it's hard to get because it's been buried under all the ****. It is unfortunate.

I cannot understand what everyone sees in rozen, it's mediocre at best.
Sometimes i think that no-one really likes it, just spamming it for giggles.
I've seen tenticle **** with better plots and story than rozen has.

It has the appearance of a mediocre anime, but if you stick with it there is enough character development to make it stand out.
Also, as I pointed out, the spamming of RM characters and memes far outweighs the actual popularity of the series.

A brief inspection the other day led me to the conclusion that bokuchan currently has the lower **** coefficient. Trawling through both is optimal ofc. /a/ can also be convinced to cough up significant amounts of RM stuff on occasion.

Agreed, I was a bit put off by its randomness, I did see the story through it though. On anime terms, it is indeed better than most. But animes don't get any advantages on my scale when I'm judging a story. It could have been better, more depth, more focus on the character developement and history instead of the general randomness; it also could have been among the majority of anime (=unwatchable). They did do something right with this series.
I did finish the first season, didn't bother with the second (or the 3rd, I think there is a 3rd season too), ending was nice and I can only see fillers coming up in the future of that series. IMO Perfect way to ruin a good anime is to watch the second season.

Your problem, a problem I suspect is the case for many people who dislike RM, is only watching season 1. Season 1 is exclusively about Jun - the dolls are nothing more than plot devices which could easily be substituted for non-supernatural replacements to give you essentially the same story, minus the wacky humour. All the situations they encounter, and the fights they have, are all there only to push Jun's character development forward (this is the point I missed when I first watched it, and so I disliked it due to 'nothing happening').
Season 2, OTOH, drops Jun's side of the story completely and focuses on the dolls. All their characters are developed to a greater or lesser degree, and the Alice Game is the plot rather than being a plot device. The comedy is scaled back in favor of serious plot development, the fights actually have meaning and consequences (i.e. characters start dying).
'Season 3', a two episode OVA, is even better again. It's a flashback to 19th century London, and fills in the backstory of Shinku & Suigin Tou's rivalry. Virtually no comedy, pure character development, 'younger' (not that they really age) versions of the dolls much more inclined towards killing each other, awesomeness.
When I talk about RM, I talk about the whole thing, which includes not only a better second season and OVA, but also a revised perspective on season 1, having had the depth and character development it lacked provided by the OVA. Taking season 1 in isolation, I agree, it is a mediocre series at best. It spent a lot of time introducing the dolls, the alice game, the actual interesting parts, then just used them as nothing more than plot devices. Season 2 picks up where it left off. Go watch. :p

I agree with Crumplecorn's opinion of the series. It does get better with the 2nd half. I didn't know there was an OVA prequel thingy though, I will go get it asap.
I also don't understand the whole desu meme thing. I watched it with no subtitles, and I never even noticed the "desu spam" until some btard pointed it out to me. 
PS: Some anime, same as movies/books etc. don't show the whole picture until you've at least seen everything, some even until you've seen it more than once. Some are of course just the plain crap they seem to be so I usually check the reviews at anidb before watching anything :P
Best stuff is IMHO the kind that's still awesome when you're watching it for the 10th time already.

The OVA takes most of the best things about the whole series and distils them into pure awesomeness.

All the other characters have idiosyncratic speech too anyway, the choice of Suisei Seki as the meme seems to have been quite arbitrary. I found out recently that she did have a name before Desu became a 'meme' though, "Boatlights-chan". Imagine what the world would be like today if that had remained her name.
