Me and a freind pooled our money a few days ago to build the fastest vagabond we possibly could. We have got our vagabond up to 42.3km/s, and i have not read of any faster. If anyone can top this, let me know. Note these are not combat fits, just for speed, and using all the highest grade speed implants available.
Vagabond setup:
lows:
reactor control unit II
Republic Fleet nanofiber structure x1
Republic Fleet overdrive injector system x3
mids:
100mn (yeah, thats why) Digital Booster Rockets
small capacitor booster ii x3 (cb 100s)
his:
Your kidding right? you want weapons too?
rigs:
Polycarbon engine houseing 2 x2
We're still tweaking it, so if i get a higher speed, i'll post an edit. If anyone else gets it higher and can still make it work, post it and i'll switch the setup.

Use drugs. Heard they make you fly higher ... and faster.
Have a commander watching over your test runs. (command ship bonus)
Besides that your pretty much pedal to the metal.

If you go with a deadspace mwd, overheating, ganglinks, boosters etc you'll hit some 120km/s+...

The main question is what is the exact purpose of such vaga?
The last time I flew with uaxdeath's vagabond he was going somewhat over 30km/s overheated and he has web, scram, guns, all kind of stuff.

Yeah, we're trying to set a record, and our budget, for whoever asked, is high enough to buy any mod we could possibly need.
And i cant believe any ship in the game could hit 120km/s, awesome as it would be 
EDIT: We would buy a commander mwd, but we can only fit the smallest 100mn microwarp and still be inside powergrid requirements.

Actually, you can fit the heaviest of them, with ease.
Gist X-type 100MN MicroWarpdrive is 1500 Grid.
A vagabond is 855 Grid from base.
1068.75, +25% Engineering
1267.5375, +18.6% Draclira's Modified Reactor Control Unit
1503.299475, +18.6% Draclira's Modified Reactor Control Unit
That leaves 3 slots for 3 Domination Overdrive Injectors.
2 Polycarbon Engine Housing II
X-instinct adds 20%
Overheating adds some
Then grab a claymore with ganglinks and a mindlink in gang.

I thought Zealot was the king of ridiculous speeds? Speed challenges always interested me, providing they could actually get to their speed. Theoretical is frankly dull.

zealot was king untill the speedmods got stacking nerfed :P it got more lows but stacking makes them not so usefull because you can fit a 100mn mwd and still have 3 lows + 2 rig slots left on a vaga.
if you dont feel like going that crazy on gist mwd + 2 best officer rcu a core x-type 100mwd is a litle easyer to fit, tho you only get 660% mwd boost compared to a gist mwd with 690% and it will **** cap even faster :P

this one goes 81.km/s with overheat, and no boost applied because eft sux ass and gives access violation
will do more with boosters...

Swap a Nano For an OD and get a Implant Claymore for about 90km/sec (no boosters)
Stupidly expensive snake set/officer 8% velocity tho.

Done, new top speed is 105.2km/s (wont hit the eft speed of 107km/s, runs out of cap)
Setup is taken from the post above. It now fits civilian gatling cannons as well.
