Pub is accessable with a car, although you will be spending the whole night looking for a parking spot.
If your comming by car i'd advise you to park in one of the major parking lots, which costs 6 euro's for half a day i beleve.

if you want to park you can park at the bijlhouwerstraat (20yards from the pub), or at the oosterkade/westerkade. Most of the time there are enough park spots free, charge is ok'ish for a bigger city.

no real cheap hotels in city center, but you can use this one: https://www.bastionhotels.nl/nl/onzehotels/utrecht into the centre use the tram 200 yards of the hotel, on the way back use a cab, around 15 euro.
