For quite awhile now, I have had two characters that I check rankings on.

Even though Paine is a year older, Revenge has better over all ranking.
So I don't think that age is the 'end all' requirement.
And though I would like to see Paine move up the rankings, I have never thought he should bypass any veteran player who has
More SP
More level V's
Those 2 criteria are the most important to ranking, imo.
On a side note: The new skills categories seriously ruined some of my 'perfect' categories |

I've started on my 3's, and my ranking started moving backwards as I completed them. (Was up at rank 388 at my pinnacle)
The less 3's you have, the more it changes your average.
Not sure if it will affect the older players as much, but be prepared.

If the skill queue affects the overall ranking, I'd get rid of it with the incoming endless queue.
I think a ranking there would/could diminish the integrity of eveboard somehow. |

I added a skill to my queue, when there was an hour left till completion of the previous skill. When the new skill started, my Evemon did NOT show it as 100% completed.

I could be totally wrong about what he is asking, but:
I don't think he means the skill rank, I think he means the EB ranking of "number of skills at level 3"
For instance, I currently have 44 skills at level 3. My ranking is in the 10,000 range for that stat.
If I train a couple skills to level 4, my ranking will go backwards for that stat, but it may also go backwards on EB overall.
So a better trained character may have a worse ranking.
Again, I could be interpreting his question wrong, but I observed my own character going backwards in ranking.
Since all I was doing was pumping up level 3's to level 4, I deduced that was the issue. At one point, I think I had a years worth of skills that I pushed to level 4.

Your ranking score is based on a cumulative average of the 36 skill ranks at the top of your rank page.
You may have a more rounded character than some of those that you compare to.
For instance, someone that is hard focused in PvP only may have great stats in those areas, but they might have 2 skills in Science trained to level 1. That would make the Science category stat pretty bad, and affect their over all average.
^ As mentioned above, 1 or 2 skills in a particular category can take that stat to a ranking of 70, 80, 90,000 over all.
It's very much possible to have a better rank than a player who is much older than you are.
Obviously, skills that help you play the actual game are most important.
Playing with the EB ranks is something I think the older players have done when they had everything the wanted in game.

A few thoughts:
I don't play much any more, but I keep my subs going so I can keep training.
The training game, and eveboard are about all I have time or energy to do.

If I can buy skill points... not much use in keeping 3 subs going all the time. I can shut down 2 and play a bit with this character.
If SP cost as much as a months sub, it's a break even proposition.
If they cost more, then economically, the sub time is a better deal, but
if they cost less, I'd easily shut down 2 accounts.
The same maths will apply to the character bazaar.
This will make remaps obsolete.
Basically makes attributes obsolete.
Map for ships n guns, buy the rest.
Bad news in my opinion.
It will make most of the long term players feel cheated.
My hope would be, that the SP cost a FORTUNE.
My own personal silver lining:
I have enough skills that I don't need to buy anything.
