can you turn in dog tags to npcs to raise corp standin? or can you only do that for factional standing?

It does also raise your corp standing with that corp - e.g. it raises standing with the Federation Navy and the Gallente Federation.

Turning in pirate tags to faction datacenters will raise your faction standings. If your Minmatar and Gallente standings are both below -2.00, you will not be able to do this. The only exception is to gang with a fellow corp member with good standings and do missions until your standings are high enough.
I was lucky that my Minmatar standings were at -0.48 and still have access to a Minmatar datacenter. My Gallente standings were in the tank.. -3.03 after diplomacy 5. There are a couple of agents that will require you to get a faction diploma and others that will want pirate tags. BTW, it's easier to buy the tags and then turn them in. It will cost you both in isks and opposite faction loss. If you raise Gallente/Minmatar standings, you will decrease your Caldari, Mordus, Amarr, Ammatar, and Khanid standings. Be warned!
