so I want to make an alt to open up cyno portals for my carrier so I can travel around on my own without relying on corpmates etc (not actually *in* a carrier yet, but I figure I should start training the cyno alt now, to be ready)
so what is the best race/bloodline/etc combo to start with, if there is one, what skills do I need and ship etc?
thanks

You only need Electronics 5, no character has it from the start, so you might as well pick anything with high INT. Depending on what actually you want the cyno-alt to be able to do, and how long you plan to train it (is it JUST basic cyno placement, if so then it's no big deal) and so on and so forth, ideal starter race/school combo varies a great deal.

Train electronics from 4 to 5 (takes 5-6 days)
You could even train infomorphe psychology for a jump clone

but isn't a special ship required, or certain ships (black ops / stealth ships) better for doing it with?

Nope, any old frigate will do.
Pretty much all I've used my magnate for in the past few months.
Of course you can use a Recon, to save Liquid Ozone... but the amount of training required would probably defeat the purpose, if this is only gonna be a cyno alt. He who defends Everything, Defends Nothing! |

Recon is sensible if you want to do covert ops cynos for black ops, but yeah, for regulars just get low sp alt in frigate.

Not *any* frigate will do, it has to have the cargohold to hold enough ozone to open a cyno, and require the lowest possible lvl in racial frigate to minimize training time. The best option is the Astrometrics frigate (Probe, Imicus, Heron, Magnate).
The ideal Cyno alt has to be the Caldari/Achura/Inventors/Industry/Prospector with C-3, I-15, M-8, P-7, W-6 (EveHQ... what a program). With optimized learning skills the alt is done in a little over 6 days.
The final consideration is the second account you'll be training these on since you can't use these alts on the same account as your carrier. Might as well have a main and the perfect cyno alt is generally not a well balanced character for long term goals.

Of course, have a main on that second account built however you want for the long term, but for the other two cyno alts on that account (because when is one cyno alt ever enough?), the perfect cyno build is preferred.
