Now that more details have been released by the Jovians regarding the BPc's the ETC can start to seriously think about distribution of the Cloaking devices back to the great Caldari that donated their parts to the greater good of the whole race.
As you know the Caldari have won the extra standing with the Jovians, and this was always the primary objective. But in the process we have got 7 BPc's for the Improved Cloaking Device II.
The ETC has come to the decision that the fairest way to redistribute the Improved Cloaking Device II's is as follows:
1. For each bodypart donated the donator will be given one ticket. Also for every 1.5 million ISK donated will be equal to one part and so one ticket.
2. Each ticket will have a unique number on it.
3. On a date still to be confirmed a draw will be held where the prize will be 140 Improved Cloaking Device II's and the rest of the donated ISK.
4. If you have a winning ticket, all your remaining tickets will be nullified, so to make sure that as many people as possible can get a device.
5. To redeem your ticket u must bring the minerals required to Piak where Counciller ManicMiner will arrange for your device to be built. The mineral requirement will be posted as soon as they are known.
6. If you are unlucky enough not to win a device, then you will be put into a collection of people where the remaining ISK will be divided amongst you.
We have choosen to do it like this as it enables everyone to get 'something' even if it only some ISK. Earlier indications show that roughly 64% of donators will get a device. If you wish to then you may sell your 'winning ticket'

excuse me? would you care to expand on that?
All jovian parts have been collected and handed in we are simply giving out the devices, not taking anything. This isn't a pay to play lottery.

I think she might have been asking for confirmation on the total number of BPC's that the Council will recieve.
I personally think that this is the best way to devide the reward. I will be looking for that evemail

Uhhhm, do you guys actually understand what happened. YOu obviously have not been reading the past news. I will fill you in:
BPcs are for people who deposited batches of 1000 body parts, These were done by specific people and it is those people who will get the BPcs.
Here is a quote from the news by president foritan, other races are similar.

I do not know where you got the idea for 7 bpcs for tech2 cloaking devices... i can find that info nowhere. The cloaking devices are only tech 1 from what i understand.
I roleplay... there is this computer game called "Earth - The First Genesis" where i play a character in the early 21st century. |

Thanks for your info now I understand that news report. It's a little confusing people handing out free stuff in eve.

I am not a member of the council, but please let me clarify the ECT statement, as I think the message from Xrak makes perfect sense.
In the process of bodypart collection all Caldari pilots were asked to donate (as in give away for free) their Jovian bodyparts to the ECT. Lots of Caldari answered to that call. I was one of them. At that time no promisses were made about possible rewards to people that donated - as far as I know. I always assumed that the gifts would go to the people that turned in the batches (as Haratu stated); that they would not redistribute the gifts but keep it as a reward for their efforts.
But now the ECT proposes to distribute all the cloaking devices among the people that donated to the *Caldari* collection initiative. It seems they feel they handed in the batches in the name of a collective of people and that they should not keep the BPcs individually. I applaud to the idea and salute the ECT council for it.
Only one question remains to be answered IMO: Are the cloaking devices that were gievn to the Caldari indeed 'Improved' and tech II?
I hope this clarifies the post from Xrak (I hope I got it right at least) and to the council: keep up the good work guys (and girls)!

Hail Caldari!
To Confirm some of the questions and comments the ETC have heard.
All CALDARI Donators will be entered into the BPC Draw.
The more an individual donated the more tickets he/she will get giving him/her a higher chance of being one of the BPC recipients.
11 batches were handed in by The ETC, however only 7 of them are were donated batches. The other 4 were raised by private consortiums to prevent other races getting the parts, and as such the consortiums get there batch rewards.
so the rewards the ETC will distribute are:-
7 bpcs(x20 runs) = 140 Cloaking Mods
140 Cloaking Skills
7 x Batch byback isk(20m) 140m isk
We are doing the final calculations now, but at this stage it would appear that close to 220 different individuals donated either isk, body parts or both to the Caldari Effort.
simple calculations mean that 140 ppl will recieve a mod and a skill, 80 ppl wont.
The 80 ppl who do not recieve a mod and a skill will have the 140m isk divided between them.
The website at www.caldari.tk will show the amount of tickets each individual or corp will recieve and include the ticket numbers.
We will also display a list of what every contributor gets, ie mod or isk.
If you win a Cloaking bpc you will be required to bring the relevant amount of minerals to PIAK to me, or if im not on, ESCROW to me at Piak P3 m19 navy. I will then arrange for your module to be built.
This is because we cannot split the bpcs.
If you wish to transfer your winning ticket for a module to another person that is fine, however the person who buys it will NOT be able to collect it without an evemail to me or XRAK from the original winner confirming the ticket is now owned by x person.
This is to obviousley stop scammers, not us making your lifes difficult.
I (ManicMiner) am withdrawing all of my tickets from the both the bpc draw and isk distribution as if i won a cloak bpc i would no doubt be inundated with scammer accusations.
The ETC has not "just" decided to distribute these bpcs and isk to the donators.
Our plans to distribute any rewards have all ways been stated from the outset and as such we are just honouring our word and the great amount of trust put into us by the a huge amount of Caldaris Loyal to the State.
The distribution method is the fairest we(the council) could come up with and have listened to the ideas and thoughts of many people on the subject. I hope "win" a BPC or not, you will all be happy with the outcome,especially as the caldaris are the only race to be distributing there batch rewards amongst the donators.
Dont forget, we won the Jove Favour, we beat the other races, and now have the chance of winning a BPC.

Citizens of the Caldari State of all races participated, helping the ETC and the State to greater profit and reknown. Many corporations irrespective of race and location knew that by acting with the ETC and the Caldari State, they improved their chances of profit. I look forward to the possibility of gaining some of this impressive technology. If not, I know that I still worked to the greater profit of the State and am content.

I congratulate and commend the decision to distribute the BPCs and skills in this manner, it is indeed a great credit to the ETC and those Caldari whom chose to aid our glorious and indeed successful cause.
One question I have that needs resolving is the return of the Fullerene to those who donated it
Perhaps the ETC could clarify the state of play with this.
Citizens, our success and our reasoned approach to rewarding as many contributors makes me enormously proud to be Caldari!

Anyone that donated fullerene can come and collect it from New Caldari if they would like it back. Alternativly the ETC will happily carry on holding them ready, (incase they are needed in the next event). If you wish to have it back send me and evemail about it, I will verify this and then leave it on escrow for you at NC.
And also since the council is classed as a charity, no you do not have to declare ure donations in your annual tax form.

They were given out to the people that originally got the proto cloak bpc's. Initially, the devs forgot to hand them out, check sticky from kieron.

Production of the Enhanced Cloaking Devices has begun. Due to the size of the bpc(180 run) it will take some time to produce all the mods.
Hopefully CCP will split it down into the originally proposed 20 run bpcs - well let you know the progress on this as soon as possible.
Winners from the draw will be announced tommorrow(Saturday) after DT in the Caldari Channel.
A list will then be posted on the website www.caldari.tk on the donations page.
Please read earlier post for more info on how to collect your cloak.
People not winning a cloak will have the isk prize paid to them within 48 hours.

Hi,
Can i firstly say Thankyou to ManicMiner and his team of councillors for for organising such a great effort ultimately leading to our winning the Jove event.
Can i also thank him and Xrak for the huge amount of time they have put into this, and with the bpcs needing to be built, even more time.
As far as i can tell all of this has been done for no gain, infact they both donated huge amounts of parts and money and Manic Miner is not even in the draw for a bpc or isk.
This is probably one of the most selfless acts i have witnessed on EVE and i would like to give you a heartfelt thanks for proving that not everyone in EVE is ISK orientated and untrustworthy.
I realise that many people have helped the council out, but without the leadership shown and time put into this we quite possibly wouldnt have won.
Giving away all of the Jove rewards to the donators is just the icing on the cake for me and goes to prove you put your money where your mouth is.
The only let down for me is the fact that very few ppl have acknoledged what you have done and doing.
I hope all Caldaris, whether they donated or not, dont take for granted what you have helped us achieve.

Indeed, the work that all council members have put in is incredible and they are a shining example to all Caldari citizens. They are models of efficiency and their dedication has been nothing short of incredible. WIth citizens such as these guiding the efforts to gather Misu's remains, it is no wonder that Caldari now have even more favour with the Jovian Directorate.
