1. When does Gallente Navy start to shoot? 2. When can I no more fix it?
I wanted to reach Caldari Navy 9.9. Is that possible and still beeing able to move in Gallente/Minmatar space or would my Gallente standing be ruined then?

The cutoff point for the Navy shooting at you, is -5. It should be possible to reach 9.9 with the Caldari Navy corp without getting anywhere near that. I doubt you can reach 9.9 with the Caldari State w/o going beyond -5 to the Federation. However, training the Diplomacy skill will hugely offset the damage to your standings; my raw Caldari standing is about -8, but with Diplomacy trained up, they still don't shoot at me. ________________________________________________

My Angel Cartel standing is -8.57, and Diplomacy 5 still brings it to above -5; so you can be pretty thoroughly hated and still undo the damage.
Serpentis, on the other hand, I'm at -9.86, which Diplomacy raises to -5.89; so if you're that badly hated, you've blown it.  ________________________________________________

As long as you avoid missions against Gallente ships, you shouldn't go below -5 at all.
Then, when you get the CNR BPC, you can still go do missions for Minmatar and build your Gallente standing back up that way. After the Minnie BS BPC, you can probably switch between Amarr and Gallente as they don't effect each other too much.

click the faction of your choice, scroll down to the 3 gate agents, click them for more details

It is part of Gallente Cosmos. There are agents near the gate in one of the Gallente Cosmos systems (Jolia?). They give you 2 run BPCs for the Gallente Navy ships based on your faction standings (think it is 8.6, 9.2 and 9.9). You have to give them 30 Serpentis tags.
Similar offers are available for each faction. If you check out the Eve wiki site, it has all this information there. ------------

For caldari the agents are on the friggi gate in oititoh (sp) 9.9 unmodified standing for the 2 run CNR bpc. People say 9.2 for the cruiser bpc but i got mine around 9.16. Currently at 9.71 and looking forward to my lovely phats when i manage to sc**** the last .19 standings togather.

Train Diplomacy a level or two. As for how you got that negative standing; running missions with Gallente as the targets will get you down fast. This is especially true if your slow running missions and take more than 15-20 minutes to run the mission; as standings hits for faction ship kills are done in those increments. You may be getting hit for 2-3 faction ship kills in one mission.

But no one says how to lower that standing currently I have -7.95 with Galente and -5.95 with Minmatar (Diplomacy 4), and I can't join my friend corp bcz of that standing. Galente Navy already hunts me, wondering on the next run back to Caldari state, will be attacked or not by Minmatar fleet :(
Any ideas how to lower this standing ?
And there are no agents available to me on both sides, Minmatar and it's tribes and Galente and the sub organizations...

try : ORE (Gallente +5 Minnie +4) low sec/0.0 option Sisters of Eve (Gallente +8 minnie +4) empire option
once you get some storylines from theese factions then you should get some derived gains to Minmatar and Gallente.
