I was looking at the certificate skill requirements and some of then struck me as being poorly chosen.
For example:
Passive Shield Tanking: requires Tactical Shield Manipulation
Where did that come from? It's used for ACTIVE shield modules, not passive ones! Furthermore, its "bonus" makes your shields weaker since they can't leak damage through to the armor in order to stay at peak regeneration for longer. This shouldn't be there.
In addition, there's no entry in the passive shield tanking certificates for Shield Rigging. That's a key skill in passive shield tanking!

It's really cute that people actually care about these stupid certifications, but you could at least be correct in a few of your assertions if you're going to question them:
1) Passive shieldtanks still use active hardeners. Passive shield hardeners are never better than actives, ever, regardless of compensation skills. Passive shield tanking refers to tanking damage via passive shield regeneration vs active shield boosters, not active hardeners vs passive hardeners. A purely-passive hardener Drake with four SPRs will always have an inferior tank to one using 2-3 SPRs and 1-2 PDSes with Invulnerability Fields and an active EM hardener.
2) Shield bleedthrough is 'bonus' damage. It doesn't help your tank at all, you're actually taking full damage to your shields, plus a small percent of additional armor bleedthrough. Bleedthrough is never good, and tactical shield manipulation is beneficial to any ship's effective hitpoints, be they shield or armor tankers, active or passive.

Here's a little guide to help you out:
Does your ship use a shield booster or armor repairer?
If not, then you are-- yes, you guessed it-- Passive Tanking. This includes plated ships as well as extended ships. The type of hardeners you use aren't relevant. A Hawk with a small shield booster and a passive photonic hardener isn't passive tanking because it's using a module that takes cap to actively repair shields/armor.

Passive shield tanking is when you increase your shipÆs natural shield recharge to very high levels, thus allowing you to repair shield damage without a shield booster. This is what everyone not nitpicking means by a passive shield tank. Fitting hardeners is a common way to maximize your passive tank. You know this and since certificates are also guides to new players, that is a good reason to include tactical shield manipulation in the certificate.

What I found strange is you need to have active tanking certificates before you could get passive tanking certificate. ____ Telltale sign of their presence is non-linear teleportation (www.eve-online.com/races/theodicy/Theodicy_All.pdf)

Ya when u reach near 30% that's your max tank but also without tactical shield manipulation means TONS of dmg would be going through your shields to hit your armor which has no resistances. You get smoked quick.

Just had a play with it,
As a Minmatar Speced Character there was one requirement I found rediculous.
I didn't qualify for the turret control certificates (a prereq for the projectile turret control) because my Controlled bursts skill is pathetic. Projectiles don't use Cap, I don't need it....Pre-req for Laser Turrets? sure, pre-req for hybrids? ok, perhaps. Pre-req for Projectiles...WTF?
Other than that, yea, the whole active/passive shield tanking interdependence were a bit odd. I understand the "racial profession certificates" are meant as a noob help path, but stopping at cruiser? that's not really guiding them far in.
Some guidance in what is needed to fly some of the more complex ships might be a useful thing here too, some experienced players can sometimes have difficulty working out the pre-reqs....eg. yea ok to fly an interdictor I need destroyer 5, interdictor skill, etc, I can find that on the interdictor requirements easy...jump in the ship, can't fit the interdiction launcher.....what? oh darn I need to train science and graviton physics.....
Also permissions on them, I don't want to fly around advertising my capabilities to my enemies.....yea ok I can set them private, but I want my corp mates/CEO/Alliance to be able to view my capabilities. Some more options in the permissions department would be nice.
