Being used to 'Levels' in other games I'm struggling to figure out how easy or difficult a mission or enemy ship may be to me.
For example, how does a -18 mission generally compare to say a 0 mission and how can i figure out which ones are about right for me and my set-up?
It seems that on some I fly in, fling a few missiles and return to collect a fine pile of money, whereas others I fly in, get swamped, run away and return a few times until Ive picked them all off and return to collect a pittance.
If I could determin the optimum reference number it would help me a lot when I look at the starmap hunting for systems that are offering me missions.
Also, is there an easy way to size up an npc opponent and decide whether to stand and fight or to clear off, the vitals bars on a locked enemy dont seem to show much actual information (unless I'm reading them wrong).

There's no such thing as a "-18" or "0" or "+20" mission. That's agent quality. Missions don't care about that. Only the amount of rewards at the end is influenced by that.
There are only "level 1" to "level 5" missions. A certain level x mission is IDENTICAL to the same mission given by a different agent, regardless of agent quality.

That being said, there are easy level 1 missions and hard lavel 1 missions. Some of the harder level 1 missions are quite a bit harder than the easiest level 2 missions for instance, and that rule keeps up to the highest levels too (the level 4 mission "Enemies Abound 5 of 5" is arguabl harder than some of the easier level 5 missions).
A pretty good (but NOT perfect) indication of how hard a mission actually is would be looking at the time span for which the mission bonus is offered. Missions that give you 6 hours to complete the mission and still get a bonus are usually the hardest ones. The shorter the mission bonus time allowance, the easier that mission usually is (people complete it very fast on average).
Of course, exceptions exist too. Some long bonus time missions are easy, but contain something in them that makes them farm-worthy even if they're not that hard. Some short bonus time missions might be hard to clear out, but have a "blitz" option (like, say, the three-mission series "Recon", which you can complete in seconds OR you could take a long time and kill everything).

so what does agent quality effect. monetary rewards?
And how would I know if a mission is level 1 or 2?
How would I know when I was ready to attempt a level 2 mission?

#1. I'll leave answering this one to others, since I'm not 100% sure.
#2. You can know by the level of the agent that gives the mission to you. Level 1 agents only ever give level 1 missions. Level 2 agents only ever give level 2 missions. And so forth.
#3. You'll be ready to attempt a level 2 mission once you have so many ISK that you can buy and fit a cruiser without fearing that it will get blown up. When you can afford to lose a cruiser. Likewise you'll be ready for level 3 missions once you can afford to lose a battlecruiser, and for level 4 missions once you can afford to lose a battleship. Can't comment on level 5s, since they're fleet/group affairs.
That said, if you want to zoom ahead to level 2 missions in spite of my advice (which matches the advice of many other players, players much more experienced than I am), then look into the Connections skill.
(Apart from Connections helping you to get premature access to level 2 agents, it can also help you get access to the best, highest quality level 1 agents, and that is very worthwhile. Train Connections to level 3 ASAP, then to level 4 eventually. Whether or not you should ever train it to level 5... That's an open question.)

The higher the quality, the more loyalty points you'll get. You'll also get increased mission rewards and time bonuses, however it wont affect the actual mission; the rats are identical as are their bounties.
The system security status also affects this. The lower the sec status, the better the rewards.
For instance, in Motsu, the L4 Q18 agents might give you, say, 2000 LP for completing a mission. If you go to a L4 Q15 agent in 0.5 space, you will get 4000 LP for the same mission, even though the agent is of lower quality.
And of course this continues into low sec and 0.0 where you can get 8,000 LP for the same L4 mission.

Try it and see if you survive :))
A general rule of thumb though is like this:
Frigates/Destroyers - Level 1 missions
Destroyers/Cruisers - Level 2 missions
Battlecruisers - Level 3 missions
Battleships - Level 4 missions
I'd suggest that if you're finding your current level of missions too easy then try and find an agent of the next level and see how you do. --

Monetary and Loyalty points rewards.
I don't think it affects the increase in standing, though.
also look into the social and negotiation skills which further increase the rewards.

For level 3 missions, I've certainly found a very nice Q15 agent in Kaunokka. I can get higher-quality level 3 agents elsewhere, at least slighlty higher quality, but Kaunokka is a 0.5 system, so the rewrds are pretty damn good.

Note, though, that difficulty varies a lot within the same level. A few days ago I flew 7 level 2 missions with a corp mate, and they were all either very easy, or else at least easy.
We kept hoping to get something big, from the agent, but we never got it.
One should fly at least a couple dozen missions of a given level, before deciding that said level is too easy. Last year, I flew a lot o flevel 2 missions, some of which were real challenges, with large numbers of enemies.

Agnnt quality affect the ISK rewards, and the LP rewards ("Loyalty Points", which can be redeemed for faction gear. You also need SK and/or specific items as well to redeem for the better faction gear).
The level of the AGENT determines the level of the missions it gives you - Level 1 Agent = level 1 Missions, level II agent is level 2 missions, etc.
The security rating of the system the mission takes place in affects the bounties paid (ISK paid per NPC kill)
