A) Rust had a variety of colors; 
B) Spray paint was available so others could ninja paint it for you

Well, most ships have already different paint scemes implemented in the game. Caracal has at least four. Mordus/Mercs, CN, standard and guristas paint sceme. Just let the the player select one out of four alternatives. Job done.

Will agree with paiting ships if any ship that has more than 1% of it's surface painted in pink gets a -99% HP and dmg penalty.

This would be a nice thing, entire gangs with ships painted in gang colors fighting each other.. Blood red pirate ships roaming low sec.
But NO. And the only reason I say no is because of the lag it would generate. Yes the ship color is done by your computer, by the client, but the information is sent to the server, because the player piloting the other ship you meet has to see the color of your ship too, just as you have to see the color of his ship.
All this extra traffic will be added to all the other lag factors. And even if you have the ability to disable the skin display of others, not all will do it, most will let it on because the ships are pretty.
Also, not all like this idea and not all would appreciate pink ships in space, but all hate lag. So we have a common front against lag and separate fronts on the ship skins and coloring.
I want my gang fights and my solo fights to go flawlessly and user customized ship skins is something that is not needed, nice addition, but not very important; and it sits in front of my wish for no lag, saying "no, we are pretty and we will generate lag".
Now count how many times I typed lag.

If this happened, all Armageddons would instantly be pink because everyone thinks they're so original and wants to be a comedy superstar on the internet. All other ships would be black and be renamed 'Death Killer __' or 'Sephiroth's Ship' or some such nonsense. Then you'd have people like me that would paint our ships in bright primary/secondary colors, just to see how intense a green or orange we can stick on our domis. Nevermind the tech 2 ships losing the majority of their visal distinctiveness. This is just a terrible idea.
...I want a bright orange domi so bad...

FYI to everyone going on about extra lag, it could be done with one integer. Or three, if you want to go the Tabula Rasa route with fully customizable* colors. One integer is pretty negligible in terms of bandwidth and so forth.
*It should be noted that those blasphemers fail hard for using CMY, everyone knows real men use good ole fashioned RGB cause its better  _________________ [IMAGE REMOVED] -- aka Cpt Bogus -- Is that my torped sig cloaking your base?

But in any case you are implying that the programmers at CCP are inferior to those at NcSoft. Cause you have been able to customise the armour in Tabula Rasa since day one.
A) Tabula Rasa does not play host to 800+ fleet fights with the gazillion data items and calculations to keep up with.
B) If you could customize your ships look then I guarantee that a corp would make up scores of special white noise texures that are nearly impossible to compress and would amount to gigabytes of data to be tranferred to each and every ship in the fight on loading the grid. Queue jump in slaughter and a quick node death.
That's the dumbest thing I've ever heard. Say the idea is tacky (it is), but don't tell me CCP can't figure out how to put a size limit on textures.

Somehow I don't think reskinning models with multiple surfaces would require changing "one integer". -------------------------------- CCP can patch away bugs, but they can't patch away stupidity. |

Yes, that would be cool... Your ship should carry some sort of history with it... E.g. should be able to see the kills made with THAT particular ship etc...

With CCP pulling every trick in the book to reduce server calls in every nook and cranny of eve I seriously doubt they would willing to try to add to the server load by letting player use custom textures. Besides to keep the total amount of textures at a limit so they don't lag out a session change would require a texture size so low as to be unusable and visibly horrble in quality.
So ain't gonna happen.
And as far as the tinting of ships to just make it a 1~3 integer data transfer it will completely break the look of Eve to have pink geddons and bright orange and purple domis. So I'll agree with Dirk that it also ain't gonna happen.

Why not ships to.
Ambulation will be on a separate server. So your characters won't be needing to send and receive zillions of updates on the state of a fight and the scores of other variables that make up the normal node load in space. This means they can use all that free power to go all out on the customization and detail of the ambulation enviroments and interactions. These will be two completely different games linked only by your assets and character data.

Only if ship textures were stored on the client side, and made moddable, could you then change them with no increased lag (well... if you resized them greatly you'd lag your own machine... but not the server).
However, only you'd be able to see your custom texture, and changing the color of your Rifter would change the color of every Rifter you see in the game. 
So not workable. But fun to think about.

you know, CCP could just use customizable ship skins as another isk sink. make it costly and only doable in special NPC stations. make it cost say....1/2 as much as insurance on said ship. people will spend the isk, and it'll be the people w/ the isk to blow anyway. just think of all the motherships running around w/ nice pretty paint jobs and maybe add the paint job cost to killmails even. but anyway, the idea is just basically, if people will pay...

I am all for painting ships. Can we get basic colors and designs? Like Star Wars Galaxies paint texture kits. Each ship has about 7 different paint designs then 2 choice color tones that design is colored in.
Custom art I can see being an issue, but not SOME texture/color choices.
If SOE can do it in Galaxies, I would be embarrased if CCP couldn't figure it out....
Shoot, look at all the custom avatar options in City of Heroes/Villians.
One EVE weakpoint has always been the ability for the player to customize.
I don't care if jokesters fly pink ships. If they want to present themself that way, let them.

I know there are screenshots of ships with logos on them, but I don't *remember* actually seeing it ingame.
It would be interesting to see what you'd find in empire...
