Hello, I played Eve shortly in 2004 but left for another MMO with a friend. I'm finally back and loving it... although I have one small problem. I don't know what I want to be in EVE!
I used to fly Gallente and did very little pvp, but now that I'm back I want to make a new main who solely pvps, as I have no interest in playing the Gallente character anymore. I've narrowed it down to either Amarr or Caldari.
Caldari Electronic Warfare really interests me. Would this be a good choice to specialize in? Lobbing missles doesn't really seem my thing, but would focusing strictly on Caldari ECM be a bad idea?
Amarr The pew-pew is cool, and I really like a lot of their ships. I feel this is the "nerf-proof" choice because I'd have all of the Amarr's ships to pick from, where with the Caldari all I would be interested in is the EWAR.
In a nutshell ECM Caldari character or Amarr? Keep in mind I don't want to cross-train; I'm a purist. 
I don't plan to solo pvp. I usually play support roles in other MMO's so I'm fine with needing buddies.

You can still cross train other races. I fly Amarr and Caldari...I got fed up of missiles and lasers are much more enjoyable in my opinion.
Support is usually smaller ships up to battlecruiser size or as you mentioned you can support fleets with electrnoic warfare.
Do you no longer wish to trade then? Best way to make proper isk I think. That is without stealing!

Well first thing is that you may not need to re-roll.
To determine if you need to look at your base attributes. If your perception or your intelligence is real low, like a 5 yeah re-rolling may be a good idea.
The other thing to look at is the amount of time investing in your current character and what skills you would still need to train that you already have. For example if your learning skills and support skills (electronics, engineering, etc) are already trained it might take you longer to train up a new character rather than cross train your current one.
Of course if you plan on pirating and don't want to mess up your standing of your current character re-rolling is fine as well.
You should pick a race based on several ships in the lineup that you like. Later you can choose to cross-train for a specific ship if you like.
Since you seem to like Amarr, but only consider Caldari for ECM my recommendation is go for Amarr. Once you are satisfied with you ability to fly a few of their ships, train up the caldari skills to get in the specific ship you want to fly for their line-up. The shield skills will cross over nicely and since you don't care about the caldari weapons you can just choose not to use them since ecm ships aren't designed for dps anyways.
You can choose to do just caldari if you want, but if you hate using missles your choice in dps ships will be very limited. So for a purist go with Amarr.
Oh and nothing is nerf-proof except for a cross-trained character.

Yeah, I'd say go for Amarr too if you like their ships. You say you don't want to cross-train, but truth be told, training for a Blackbird cruiser doesn't take that long (a few days?) and you'll have ECM capabilities with it.
