I don't really get it from the single sentence they mention them in in the announcement... do they give you free levels of skill training? Like, you completed the tutorial, here's a certificate for [insert learning skill here] level 4?

A certificate is basically an ingame achievement-type thing for getting a certain grouping of related skills. You have to train the skills before you can claim a certificate, and all the certificate does is show you have the aforementioned skills. __________

Basically this will make it easier for a corp recruiter to gauge a potential new members sp level than using the api. Also much e-peen will be waved I'm sure.

To add, it's a way to get an idea of what skills to train when you want to get somewhere. Like, I want to shoot really big guns and I use lazors, so I need this and that skill to be good at that. Small suggestions and tips are provided, so you will know not only to train the laser skills, but also the supporting skills like gunnery and capacitor. If you want to be a manufacturer, the Basic - Advanced - Elite certificates can tell you what skills are connected to that area, so you don¦t train one not-so-important skill and think you are nber, while forgetting the skills that MAKES you nber.
In my case, I am Gallente. Gallente uses hybrid turrets and drones for combat. So obviously, I would look at the Hybrid Turret and Drones Basic certificates and say, okay, I need to buy this and that skillbook first and then train them. While doing that, I would look at the Advanced certificates and say, oooh, look, I need those skills too, they help me do more damage, kewl. Once trained, I would be ready to aim for the Elite certificate, maybe requiring additional skills or simply just a level 4 or 5 in the already trained skills. Now I would know I am good at using hybrids and drones in combat.
Certificates is like a guideline only. No more posting on the forums "what do I need to be good?". Simply find out what you want to do. Look at the certificates for those areas. Train skills listed there and you are very well on your way to perfection. But as with all guidelines, certificates are not the I-WIN button in EVE. While a certificate may only list skill A, B and C, you might also consider training skill D, E, F and G. They may not be directly related to that area, but there is a good chance they will help you anyway. Take shield and armor skills, as an example. If you are a shield tanker, why should you worry about getting more armor? Well, it helps you stay alive longer, if your tank fails. As an armor tanker, why is shield good? It takes a couple of extra seconds before you have to start your armor reps, saving you some cap. In the long run, that might be the difference between you dying or flying. So don't follow a certificate mindlessly. Use the guidance they provide, but THINK a little too. Read about other skills. Some may see totally useless to you, but be quite beneficial under the right circumstances.

from what I'm able to read right now, that's all pretty much accurate from Sisi. The certificate blurbs also provide some basic info about the usage of certain types of mods (eg, "the holder of this certificate realizes that ECM ships may still be damaged via FoF missiles, drones, and smartbombs" in the elite ECM certificate) __________

Indeed very odd, why would they patch in an EvE certificate system in WoW?
Certificates != Achievements.
You get achievements for doing random silly things, certificates is a way to help new players choose the right skills, and for ppl to show off their expertise skillwise.

Certificates are just something mainly for newbies so they know which skills they should be training to become better at what.
Of course, it's not 100% done yet since there's alot of skills/etc players would skip on those lists. ---

they show proof via ingame means of your true skill levels, and also provide a goal for training for some people, also certificates are linked to ships, in a new recommended tab, for optimal usage of that ship. |

Certificates have two main functions:
#1 Mr Noob wants to train the "right" skills, but because he is a noob, he has no real idea what those skills are. The Certificate system will give him some powerful hints.
#2 Mr Trained Noob now wants to join a corp. The recruiter can look at Mr Trained Noob's certificates and see if he is useful (and if he lacks a certain certificate the Corp wants its members trained on, he can suggest it to Mr Trained Noob for future training....)
Edit: #3 Eye candy on the character sheet for veterans (I've got a Science Alt with 80 million skill points. I'm curious just how many certificates he qualifies for...... ......)

on a side note i was not saying eve copied wow in trying to attract more people to play on servers that cant support current scale fleet fights... oh wai...yeah i am, duh.

no they are defiently elite certificates , just been on the test server ( which BTW is in return on the LAG )
my guns glitched out , and it took me half a hour almost to actually fit and buy a abaddon
other than that the timer are really neat and when you stack the gun it gives you one added up damage score like your only shooting one gun so they alpha look nice =)
