Thanks for the thoughts everyone. I think im going to go for minmatar for now. It just seems a bit more varied, and I'm not too fond of being out of cap all the time.

The OP is full of fail. My ceptor Speedtank just fine going around 4.2-4.7k. You simply forgot the part where your sig radius WITH mwd is down to 80m, less than a destroyer.

One thing is that big missiles do barely any dmg to small ships. But another thing is light missiles dong 1/3 dmg against a target with an AB on. They went way too far with missiles.
