curently ecm isnt stacking paneltized, so runining mulpiple ecm on 1 target gives great results. Without stacking panelty targets even with 2 eccm are jammes 50% of time + relock time so bs will shoot like 1 time per minute. ECM is chance based and does not stack so it does not have a stacking penalty.
If you activate your first ecm it does not reduce the resistance the target ship has to the second ecm you use if it fails.

well this may seem like a stupid question, but eft didn't let me activate more than one ecm at a time...what am I missing? is it for certain ships only? or skill based?

This. Look at your signal strength, compare with ECM strength. So, a frigate will get blocked repeatedly by a solid ECM pilot, or cruiser almost always, a Battleship will be about 50/50, a carrier 1/6.
There is no stacking. Additional modules simply improve the statistical probability.
