I have started a lottery that I host in Jita managed in my private channel "Jita Drone Lottery"
Rules are(takes directly from my bio):
1. Join the chat channel "Jita Drone Lottery"
2. Place your bid. You may use only tech 1 light drones and it costs more to use more drones.
Prices are:
3000k - one drone
4500k - two drones
6750k - three drones
9000k - four drones
12000k - five drones
(Note that prices are subject to change as I do more runs of the lottery and determine proper pricing)
3. When all players have bid, I will undock in a merlin. I drop a container with one piece of ammo for each player. One I say go, everyone attacks me with the allowed amount of drones.
4. Whoever scores the final blow on me gets 90% of the pot, I keep the extra 10%.
5. If someone attacks before I give the word, or uses too many drones, they are disqualified. If the finalblower is disqualified, the top damage dealer receives the prize. My word on disqualifications is final.
6. No drone bonused ships (Vexor, Arbitrator, Myrmidon, Dominix) are allowed.
Any questions about the rules may be asked in the channel.
In essence, people put money into the pot to try to kill me. The one who lands the final blow is the winner.
The price changes will likely be increases to provide more incentive to play. Possible future additions also include the ability to bet on the winner in a separate pool, allowing t2 drones (for extra money), and rewards for top damagedealers.
I understand that a lot of this is simply my word, which is why the prices aren't that special at the moment, to make people more willing to risk it. Once I'm known to be legitimate, the prices (and rewards) will go up.

Hmmm... I think you need to study can aggro a little better. 
If someone steals from your ammo can, that means you are allowed to attack them, not the other way around.
The proper* way to do it would be to have each contestant drop a can and loot all the cans so that each contestant would be allowed to attack you.
*Doing this (especially in Jita) would most likely result in someone podding you before you say go and/or using weapons other than their allowed number of drones.
Once you work out all the details and potential problems, I also suggest perhaps not doing it in Jita. Picking another system would likely make the game smoother, safer, and more enjoyable for everyone. 
Well, that's just my two cents, it sounds like a fun contest, I might want to try this out some time!

I forgot to add that in, I take a potshot at everyone so they can shoot me back. I may change it but I don't want to have to run around picking up cans.
Remember, if they attack when they're not supposed to, they get disqualified and just wasted their money to gank a t1 fit merlin =/
I may change the location (probably not) but I'll still advertise in Jita so I can get a lot of players. If the lag is really bad the game can be held in a neighboring system.
I still haven't gotten anyone to play it yet (paitence) so I'll wait till that happens before I start streamlining it.

Ahah, that clears it up. Obviously it has the same effect if you shoot everyone to open the aggro. But I still say there's going to be that one anushole paying the entry and showing up just to ruin the game. We'll just have to wait and see I suppose.

There's bound to be an anushole sometime. Not much I can do.

I haven't had much time recently.. Reality getting in the way.
But I am spamming stuff in Jita local now, though to no avail.
