Speed Nerf, and Nerfs in General.
While I perfectly understand the necessity of game rebalancing, I sometimes fail to follow the philosophy behind the actual nerfs and how CCP carries them out. It appears to me that some obvious factors are not taken into account.
SPEED NERF
The problem we had is that some HACs can do more than 8 km/sec, and inties are so fast that no weapon type can effectively hit them ... unless they are webbed and their MWD is shut down by a neutralizer (see, the answer is in fact already there). Then fix the problem changing stats/bonus on these ship types, and maybe reducing the bonus of overpowered rigs like the Polycarbons, to reduce the speed about 20-30%. Also, you can increase the speed on the type of weapons supposed to hit them (light drones, etc.). And anyway, valid counters were available (Rapiers/Huginns, and heavy neutralizers), so what is the big fuss about anyway.
Why change the speed balance of ALL other ships instead? You are opening a can of worms. - Blasterships will become nearly to useless, they are too slow, and accelerate even worse, cannot get in range fast enough to be effective. Amarr will be the new FOTM (yes, I already started cross-training a couple of months ago) - Due to web changes (60%, are you kidding me? Domination web just 50%?!?) it is absolutely impossible for a blaster BS to even hit a close orbiting AND webbed cruiser, frigates are not even an option. Even worse, they cannot hit a cruise even at optimal. - the MWD reactivation delay is a horrible idea, as is the warp scrambler that can shut a MWD down. Close range fights will see even less mobility = boring. - 28+ pages of arguments on Bellum Eternus thread on the ideas and suggestions forum, and as far as I know no reply and no valid argument to support why you want to carry out this nerf this way -> the wrong way.
Again: you are completely changing the balance and combat characteristics of full classes of ships nobody ever complained about. The problem was too fast Vagabonds, Ishtars and Interceptors. Fix those (or even do not fix them, I really do not care). Leave the blasterboats alone, please. Your implementation of this nerf will make solo-pirating close to impossible (as it was almost only possible on that class of ships), and reducing the freedom of players in the game is a bad, bad idea.
ECM - Falcons
Can't you see it is friggin overpowered? I am starting seeing gangs with just 6-7 ships, 3 of which are falcons. That cannot be right. No cruise class ship should be able to perma-neutralize 3 BS class enemy ships, period. Also, ECM needs to be completey rethinked, as it is the only sort of "weapon" you cannot really counter with any module (ECCM is not enough), and that renders you useless when jammed. Fighting with ECM is lame, and boring.
Some comment about these concerns, which I share with many other players, would be greatly appreciated.
