Basically what you expect from the title. :P
I am having trouble deciding on the ME but thinking about 1 or 2 PE mininum.
Any idea?
PS: I tried looking for similar material requirement but most are above and at 40 or at and below 30.

Given the current time for ME/PE research on the test server (over 8 WEEKS+ base per level of ME).
I'm going to have to say 0ME 0PE. Unless this is fixed.
If they make it a more reasonable 3 Weeks ME / 6 Weeks PE. ME1 most likely. Maybe eventually, just maybe ME2. It becomes 0 waste @ ME6 I think but the amount it would cost in lost build time to do that is ridiculous.
At the moment PE and copy time is over 6 weeks. Any level of PE will take a couple of years to pay off I think. I haven't worked it out exactly, but it seems pointless. |

A POS lab has a max job time of 30 days does this mean you will need to use a station to research the Orca BPO ? |

Nah, that's the normal amount of time to research a "sub-capital" or "capital" BPO. With max skills and using a POS, you can get the time down to 32 days per point, so getting it to ME 1 or 2 is feasible.
(This next part assumes they don't radically change the materials needed)
That said, with the waste savings you get from ME 0 -> 1, I would definitely say take it to ME 1. You'll save 1 Armor Plate, 1 Capacitor Battery, 1 Computer System, and 1 Ship Maintenance Bay.
The waste savings from ME 1 -> 2 are a bit slimmer, only saving you 1 Capacitor Battery and 1 Construction Part.
You'd need to take it to ME 6 to get rid of the last wasted Capacitor Battery and have a "Perfect" print. |

ME250 is the best of course [/sarcasm] 
As with most capital ship builds anything about ME0 is optimal (no that wasn't a joke) and about ME6 - 8 will get you perfect 0% waste. But the length of time it will take to get ME8 will be about 1 year in research time so why even bother. |

All science and industry jobs are limited to 30 days OR a single run. It has nothing to do with being at a POS or not. The same 30 day limit applies to stations. And you can always do a single run even if it's more than 30 days worth. 
An Obelisk's ME time is the same 8 weeks, but the PE time is 12 weeks. So I'm suggesting that it's possible the ME research time is yet to be reduced for this 'sub-capital' given that it's smaller than a freighter... A mothership for instance is 16 / 25 weeks !
Could be that they just mean it to be that way, but it would be unusual to have the PE research time less than the ME research time.
Either way, it still means a month for a ME level, not really something economical to do from month 1, maybe from month 2 ;) |

If we assume a typical month's production to yield 250M profit (assumes sales price of 400M, 5 units/month) you're looking at 20 months to pay back 500M opportunity cost of researching to ME2.
I'd say start researching at month 5 at the earliest, depending on how quickly initial prices deflate. Don't bother researching if prices are > 500m/pu, and start earlier if they're < 400M/pu.
edit: OFC mineral prices may change the above scenario. Always do your own research.

They've already indicated they're probably going to add 4 capital corp hangar's to that ;)
