CCP has stated in other threads that they are not nearly as moronic as you think, they can spot a purpose-built-coad-posting-corp very easily, and these will be crushed under their iron fist.
The banning of 10-man or smaller legit corps will not last forever, just until they have the mess under control.

CCP's answer is, as usual, not targeted to the problem. Rather than police their own forums and hand out bans to the crap-posters (i.e., exactly what SHC did), they simply remove the ability for small corps to even comment on politics.
Given their track record, I'm not surprised. One wonders why they haven't expanded this rule to other departments: perhaps only those at -10 sec status should post in Crime and Punishment, etc.
While a portion of the crap-posting in COAD was done by one-man alt corporations... the majority of it was performed by larger organizations (Goonswarm, Pandemic Legion, etc.). They remain untouched.
Words fail me CCP. 
Your brain fails you too. They have said a few times in recent days that this is just one part of the puzzle. They will be handing out bans, they will be grabbing caod by the throat and shaking it vigorously.
ofc, lest I be called a cheerleader, it's entirely possible all this will lead to nothing except genuine members of small corps being shut out. I'm not giving them a free pass, they need to follow through over a period of months. It might only be a 30% chance that they will have the stomach for it.
But it's beyond stupid to think that all they have done is ban small corps and nothing else, and they expect this to have any effect.
