Have to agree that Cyclone is a pointless ship and that Prophecy is too. Its got too many useless highs, without making it overpowered I would guess that the optimal change would be to:
give it 6 turret hardpoints instead of 5.
remove 1 high slot and add 1 low slot, thereby either letting people add module to aid with Cap, Grid or Damage to its lows, giving it an extra med would imo make it overpowered.

Alternately, I see that cyclone has 1 more slot overall than any other tier 1 bc. So maybe the right thing to do would be just to give it 7 turret hard-points a little more grid and remove the last high slot, then it would be very equivalent to a Ferox exactly.
With that slot configuration it would be a somewhat interesting ship, different to a hurricane, not as good as a hurricane but comparable to a ferox or brutix. |

I'm so confused by this cyclone hugging... its a ship that does bad DPS compared with other BCs, is riddled with cap problems, has a useless tank and hardly any effective hp. It is completely owned in terms of speed, damage and tank by a rupture, why would you fly one? |

I say again. Remove 1 high slot. Give it 7 turret hardpoints instead of 5, leave the rest the same, and you end up with something somewhat comparable to a brutix or ferox.

As long as it remains an active shield tanking ship it will always be terrible in pvp, Sleipnir is a bit of an exception because it has only just become really bad in this patch up until then it was quite good at 1 vs 1.

When i fit it like that 10mil difference in hull price is trivial.
There are 2 reasons:
1. you are less likely to be called primary.
2. you have a vested interest in looking like a noob.
seriously tho, you can use a cyclone as a bait ship and it does kinda work as one even though its only cap stable for about 3 rep cycles. It doesn't change that its a seriously bad ship tho.
