A simple solution could be to apply the Blocked list to escrow...
You see a scam on escrow, you add the seller to your block list, and bingo, you never see their scams again. And hopefully you see more of the good stuff.

Everyone should verify they get what they are buying before accepting an escrow. That is imo not really the core problem here. It's the annoyance when the same person but up loads of attempted scams that block loads of actual escrows.
I also hate when the same person but up 20 escrows with the same item. That might be needed in case you wish to sell 20 350mm railguns, but then showing only 1 of them and give me an option to "Show more escrows from this pilot" would suffice.
Personal blocklists would be nice so you can just weed out the idiots yourself.

The other bit that needs fixing by CCP, and warning to all players until they do, is that the details of BPCs can not be called up in escrow -- there is no way to check whether this ship BPC actually has 30 runs on it, or whether it actually is ME 20 -- what shows in escrow is exactly the same even if the BPC was ME 7 and has no more runs remaining.
Advice [which carebears will ignore, of course] -- do NOT buy BPCs out of escrow. Insist on a live trade and inspect the merchandise carefully.

The only problem with escrow is the anonymity. If you get jobbed on the market by some joker playin' with the decimal places, you know who to declare war on. On Escrow, why not try to scam someone, it can't hurt except for the 850isk...
And I have to disagree, 90% of the items i inspect on escrow are accurate, 5% are understandable mistakes, and only a small fraction are blatant scams. Generally the more money you are spending, the more you want to verify what you are buying.
