To be honest, if you couldn't understand why it was in the players guide as a "fact", not as an "advertisment", (unless of course, there's some magic google ad out there saying "EVE ONLINE - With Ghost Training!) then there's no point me trying to explain why you're tremendously wrong.

A newbie dev didn't like it and poof...it's a bug.
