The rewards are great in low-sec if you know what you're doing. To say Traders or Manufacturers have issues here simply means you haven't a clue what you're talking about. The low-sec roids aren't very tasty but blame CCP or the high sec carebears for making Veld one of the most coveted ores in existence.
*shrugs* No matter what you do, people won't come. Fear grips them and they are too afraid to venture out here. Fear in a video game? A laughable prospect. I'm not even a PVPer or a Pirate, I mission, explore, mine, trade and manufacture goods to sell. I'm doing great at it. So come on over to low-sec and get a nice slice of the pie.
If you're experienced and know what you're doing, your chances of getting killed are very low.
The rewards are not great in low-sec. It propably can be for certain professions, but for most it is not really worth it. That is, if you are looking just to make isk, you can make more in high-sec or 0.0.
Highsec has security so you won't have losses to worry about. This means you can make massive investments in implants, that give huge advantages in the game. The safety also enables you to grind missions for maximum profit at your convenience. For traders you make less profit per unit sold, but you can sell much more, much faster and you don't even have to move to do it.
In 0.0 you have allies and can make even more iskies than in empire. Funny thing really, that no engagement rules allow players to actually make 0.0 more secure than low-sec. We all know this can be changed by rival players, so there is justification for the larger rewards.
The point is that there is very little reason to actually make a living in low-sec. You can, but you are only gimping yourself by living in lowsec in most cases. Fear becomes an issue only after you can give people reasons why they should choose low-sec over high-sec and 0.0.
