I'm planning on doing a little event or mission which is basically of "guard the convoy - ambush the convoy" type.
I'm planning on doing this by having a dedicated escort gang and an ambush gang.
Now I have the following problems:
- any member of the two gangs should be able to freely attack eachother without any CONCORD intervention
- none of the participants should loose security status when attacking eachother
- anybody should be able to take part in this event, without the need to join any corporation etc.
- i don't want to limit this event to 0.0 only. i want it to be available in empire aswell
Would this be possible to do with two corps, who declare war on eachother and anybody who gang's up with them would automatically have the right to fight against the respective corp's enemies?
I think the new criminal flagging system doesn't allow this, but i'm not sure.
Also, if this isn't possible to do with the criminal flagging system, is it possible to get a 'freely attackable by anyone without CONCORD intervention' flag for a character?
Oh, no, the -5 sec rating won't do, since I don't want CONCORD to spoil the fun :)

You could try to ask an alliance to use their space for the event if you trusted them.. I am not sure that the Devs would change the rules for you to not get sec hit etc..
The corp war is a nice idea but I don't think people want to leave their corp to join another corp temporarily just for a small event... unless it was really worthwhile maybe..
Your best bet seems to be the use of 0.0 or else if your lucky CCP may help you. Try and ask some alliances if you are friednly with any hopefully they will be ok with it, and hopefully wont kill you either.

It is not possible for us to extend to you the "curse of the green text". However, you can use the capabilities of the War and Gang systems to create a similar situation. But, the security hit and so forth cannot be mitigated by any mechanism I am aware of.
Don't I have enough damsels out there to keep you busy?

Btw, I have been more busy rescueing VIPs of late. Your game designers should know better than to fall in the hands of some NPCs
