True, the damage on this thing is miserable, but thats not the point of it. To defeat that ship, the Scorpion must ensure that the enemy ship is perma-jammed (which is why it has 2 signal distortion amps in lows on top of the scorpion's bonuses) so it cannot drain or shoot at him.
Use the light drones to kill his drones off then deploy the webbers.
It has the AB and the tracking disruptors for that time when the jammers do fail, the Scorpion will be very hard to track and hit (saves it from about 2 salvos worth from that ship..enough for the jammers to re-jam the ship.
Orbiting at 22km+ so the enemy's webber cannot lock him all the while the scorpion's webber drones web him down..and to remain at the extreme edge of this ship's weapons falloff + staying inside the 24km range of its own warp disruptor....
the scorpion's main goal will be to simply run him out of cap boosters. He can have as much fancy gear in it, but once those boosters are gone this ship is toast.
and I bet this scorpion with a cargohold full of t2 torpedoes can last longer than his cap booster charges.

personally I'm not quite sure. Your only defence lies within you 3 racial jammers. If you don't know what you up against thats a 25% chance you don't have the right jammers for the target, if that jam cycle fails you have to wait 30 ish seconds for it to try again. During that time you have no defences, and no additionall resists.
If you are going to take this this... thing, on 1v1, your best bet is to bring friends. The real world isn't fair, especially if your oponent brings a couple billion+ worth of isk to fight you.

I don't think anything except something similarly expencively outfitted would be able to take this solo. But I'd bet that a domi and any damage ship could take it, even just with normalish cost fittings.
If you knew what you were fighting tho, a couple of tracking disrutpors with optimal scripts will make you absolutely useless.
Since your tank is cap boosted, you will eventually die and without any dps you are a sitting duck.
If i HAD to come up with something that would screw around with you real good and that was really cheap... well ... neut phoon and a sentinal ?
Sentinal orbits outside nos range, the phoon slaps his neuts on you and once you're out of cap goes to work with torps or projectiles. Job done. Comedy kill mail.
Sadly its a bit of an artificial situation, but then again so is saying 'what could beat this' becuase for the cost of your set-up you could bring a caps FFS.

Considering that the dude spent everything he and his mother owns to fit that ship...I'd say a lawsuit would work fine.
