A Megathron in blastersetup approaching to orbit a Raven would get shredded without a look at the MWD penalty.
500% extra signature radius traveling anywhere between 500 and 1000 m/s in the direction of the missiles ...
Your only chance would be when the missiles miss you on their first pass, but then you would need alot of speed and a pretty big angular velocity. If not, I would guess the Megathron is toast.
If you can find a solution for that, you have a winner.

It's going too far to even fix it anymore.
The MWD penalty in unbalanced and plain sucks. The new missile skills and ballistic control modules made missiles even more powerful. Missiles' lower agility still doesn't make them avoidable.
These changes are no good unless the MWD penalty is changed (read: removed) and the turrets get up to par with missiles. Or if I try to tackle my own argument: maybe it's not a problem with the missiles, but an imbalance between the Raven and other battleships. Or is it because the Raven uses missiles most of all that it seems to be about the ship rather than the weapons? Either way, looking at Raven fighting style, I find it far from logical that missiles use no cap.
Final thought: These changes would make the Raven a long range battleship that's not even vulnerable to close range blasterthrons. Except for the very rare case where you can drop a blasterthron on top of a Raven.
