I flew Minmatar before I became a dev (and still do). When it was time to create a dev character it seemed logical to choose them as well. Oh, and I am not part of the Community team.

The real reason was I was told there were a lack of Minny devs so I was looking to even up the odds.

Mitnal's wrath has zero optimal and infinite falloff. Thus, it makes no difference, near nor far.
Navigator's wrath? Not so much.
