Is a broadsword viable for solo pvp? and can it be passive shield tanked?

yes and yes , though no idea how much the upcoming patch will change it.
Broady is pretty much the BEST passive tanker of the HICs... 1000+ dps, though then it's own dps will be near a wet paper towel.

You can passive tank the broadsword very very very well, but you have to sacrifice some of the tank for gyros if you want enough damage to solo with it.
I've seen good active setups run on it also, although I couldn't tell you exactly what the fitting is...
I prefer to use a passive buffer and use it sort of like a vaga, the agility and the falloff range of the autos is too good to pass up. Heck, it might replace my vaga with the speed changes....

I'm switching from caldari to minmatar(Missile nurf did it) so just needing a ship that can stand up to most other ships, but seeing as nowadays it's just gangs, I wanna keep it within 5 people and just roam around and pew pew some peeps. Auto cannons would be a good choice yes?

The broadsword's falloff bonus doesn't benefit artillery like it does autocannons, autos get range out to about 24km with barrage ammo, which is only a few km short of your scram range with the infinipoint and HIC lvl 4.
I have yet to play with anything on the test server with the speed nerf, but the broadsword is probably the most agile HIC and the fastest.
Also, remember minmatar have split weapons on many of their ships, so missile skills will come in handy... or it might scare you away, lol

nah I already have missile skills down.
