I'm afraid I don't get it... Someone needs shares/director/ceo to initiate/vote on a vote, yes?
Warning: Simple solution ahead! Don't give people you don't trust shares/director.
Simple indeed, yes?

Quote: Blueprints can now be unlocked if a vote times out with zero votes. This fix is the result of blueprints getting locked down when the vote is proposed but time elapses with no votes. The same mechanic is now used to unlock blueprints.
From: The patchnotes
So, to clarify, a director in a corp can action an UNLOCK vote, a director that doesn't need or have any shares, and unless we check our mail on a daily basis to SEE the vote, it will AUTOMATICALLY unlock?
Please, please tell me I've misunderstood that, because if I haven't then whoever thought up that change truly needs sectioning.
I can completely understand votes defaulting to LOCK bpo's down (indeed, great change) but defaulting to yes on UNLOCK votes is absolute lunacy :$
You misunderstood, its to fix a bug. You still need a ceo to enact the vote.

The patch note needs clarification: this is fixing an error which occurs when locking/unlocking a blueprint where no one votes. There would be an error where you could not propose a future vote on the same blueprint.
We will update and clarify the patch note in due course. The default behaviour should be that the vote is considered unsuccessful where no one votes.

One person linked to the thread to solve all this drama on the first page after a few posts, yet still some people whining about how stupid this is for another whole page. Do you all only read the first post then assume the rest is all garbage because it's CAOD before posting?
